Job Overview: The Procurement Officer – Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) is a pivotal role within the EpiC project in Mozambique, responsible for leading procurement activities related to global health security initiatives. This position entails effective planning, coordination, and execution of procurement processes that support laboratory system strengthening, outbreak preparedness and response, biosafety and biosecurity measures, and surveillance efforts. The officer will be tasked with procuring specialized laboratory equipment, diagnostic reagents, and emergency response supplies, necessitating a strong understanding of importation procedures and compliance with U.S. Government regulations. The role demands the ability to manage urgent procurements while ensuring adherence to FHI 360 policies and national legal requirements, reflecting the critical nature of the GHS portfolio.
Duties and Responsibilities: The Procurement Officer will serve as the primary procurement focal point for all GHS-related procurements. Key responsibilities include translating approved workplans and budgets into actionable procurement plans, executing end-to-end procurement processes in compliance with FHI 360 and USG regulations, and procuring a variety of laboratory equipment and supplies. The officer will lead urgent procurement actions during public health emergencies, applying expedited procurement mechanisms while maintaining compliance standards. Additionally, the role involves managing importation processes, coordinating with customs brokers, and ensuring accurate recordkeeping for audits. The officer will also work closely with technical teams to clarify specifications and support market research for vendor identification, ensuring that all procurements meet national guidelines and laboratory standards.
Required Qualifications: Candidates must possess a Bachelor’s degree in supply chain management, logistics, business administration, procurement, or a related field. A minimum of 3–5 years of relevant procurement or logistics experience is required, preferably within donor-funded programs. Demonstrated experience in procuring laboratory equipment and medical supplies is essential, along with a working knowledge of USG procurement regulations. Strong organizational, planning, and coordination skills are necessary, as well as the ability to manage multiple priorities under tight deadlines. Excellent communication and interpersonal skills are also required, with fluency in Portuguese being mandatory and working proficiency in English preferred.
Educational Background: The position requires a Bachelor’s degree in a relevant field such as supply chain management, logistics, business administration, or procurement. This educational background is crucial for understanding the complexities of procurement processes and compliance requirements in the context of global health security.
Experience: The ideal candidate should have at least 3 to 5 years of experience in procurement or logistics, particularly within the context of donor-funded programs. Experience in procuring laboratory equipment, diagnostic reagents, and medical supplies is highly desirable, as is familiarity with importation processes into Mozambique, including managing USG tax-exempt imports. Previous experience supporting outbreak response or emergency preparedness procurements will be considered an advantage.
Languages: Fluency in Portuguese is mandatory for this position, as it is essential for communication with local stakeholders and authorities. Working proficiency in English is preferred, as it may be necessary for compliance with USG regulations and communication with international partners.
