Job Overview: The position of Individual Consultant is focused on conducting a final independent evaluation of the ResiNorte programme, which is funded by the European Union and aims to enhance resilience and recovery in northern Mozambique. The consultant will assess the effectiveness of the project in achieving its intended outcomes, particularly in relation to sexual and reproductive health and rights (SRHR) and the prevention of gender-based violence (GBV). The evaluation will involve analyzing performance across several key criteria, including relevance, effectiveness, efficiency, coherence, and sustainability. The consultant will be expected to provide actionable recommendations to inform future interventions and strengthen UNFPA programming. This role requires a comprehensive understanding of the project's impact on the target populations, particularly internally displaced persons (IDPs) and host communities, and will involve collaboration with various stakeholders, including the European Union Delegation in Mozambique.
Duties and Responsibilities: The consultant will be responsible for conducting a thorough evaluation of the ResiNorte programme, which includes reviewing project documents, analyzing implementation processes, and assessing outcomes and impacts on beneficiaries. Key responsibilities include:
Conducting a desk review of relevant project documents and literature to establish a baseline for evaluation.
Engaging with key informants, beneficiaries, and stakeholders through interviews and focus group discussions to gather qualitative data.
Designing and administering surveys or questionnaires to collect quantitative feedback from stakeholders.
Visiting project sites in Cabo Delgado, Nampula, and Niassa Provinces to conduct in-depth assessments.
Analyzing data using appropriate statistical and qualitative techniques to evaluate the project's effectiveness and efficiency.
Documenting lessons learned, best practices, and areas for improvement.
Developing a final evaluation report that includes prioritized recommendations for future programming and interventions.
Presenting findings and recommendations to relevant stakeholders, including UNFPA and the European Union Delegation.
Required Qualifications: The ideal candidate for this consultancy position should possess a master's degree in fields such as Public Health, Demography, Development Studies, Health Economics, or Social Policy. A minimum of 7 years of relevant professional experience is required, with a strong preference for candidates who have worked with the UN or have experience evaluating EU-funded programmes. The consultant should have demonstrated expertise in evaluating development and humanitarian projects, particularly in fragile or conflict-affected contexts. Familiarity with gender issues and sexual and reproductive health and rights is essential, along with proficiency in both qualitative and quantitative research methods. Excellent analytical, communication, and report-writing skills are also required, as well as fluency in English and either Portuguese or Spanish.
Educational Background: Candidates must hold a master's degree in a relevant field such as Public Health, Demography, Development Studies, Health Economics, or Social Policy. This educational background is crucial for understanding the complexities of the issues addressed by the ResiNorte programme and for conducting a thorough evaluation of its impact on the target populations.
Experience: The consultant should have a minimum of 7 years of relevant professional experience, with a strong emphasis on evaluating development and humanitarian projects. Experience working in fragile or conflict-affected contexts is highly desirable, as is familiarity with the humanitarian-development-peace nexus. Previous experience with EU-funded programmes will be considered an advantage, as will experience working with gender issues and sexual and reproductive health and rights.
Languages: Fluency in English is mandatory for this position, as the evaluation will require extensive communication and report writing in English. Additionally, proficiency in Portuguese or Spanish is required, as these languages are relevant to the context of the evaluation and the stakeholders involved in the project.
Additional Notes: The consultancy is expected to last for 35 working days over a period of 3 months, ideally from May to August 2026, coinciding with the project's closure and validation timelines. The consultant will be based at the UNFPA Mozambique Country Office in Maputo, with expected travel to project sites in Cabo Delgado, Nampula, and Niassa Provinces. UNFPA will provide office space, internet access, and support services, including travel and daily subsistence allowance during site visits. The consultancy will be conducted under the supervision of the UNFPA Mozambique Deputy Representative and in collaboration with the M&E Unit to ensure the independence and quality of the evaluation process.
