Job Overview: The Gender & GBV Programme Coordinator (P-3) will play a pivotal role in supporting UNFPA Mozambique's efforts to empower women, adolescents, youth, and marginalized populations to exercise their sexual and reproductive rights in a safe environment free from gender-based violence (GBV). This position is crucial for advancing the objectives outlined in the new Country Programme Document (CPD) for 2027-2030, which focuses on gender and GBV issues in alignment with the UN Sustainable Development Cooperation Framework of Mozambique (2022-2026). The coordinator will work closely with various teams and stakeholders, including the Gender & GBV Coordinator, Assistant Representative, and other team leaders, to implement evidence-based, innovative, and gender-transformative approaches to address harmful social norms and discrimination. The role involves managing a team of national and international staff, ensuring effective program implementation, and fostering partnerships with UN entities, civil society organizations, and other stakeholders to promote gender equality and prevent GBV.
Duties and Responsibilities: The Gender & GBV Programme Coordinator will be responsible for a wide range of duties, including:
Effective management and technical leadership on Gender/GBV issues, ensuring the delivery of results that empower women and marginalized populations.
Leading the development, implementation, and monitoring of high-quality GBV prevention and response programming in line with the new UNFPA CPD.
Providing programmatic and policy guidance to strengthen the integration of GBV prevention and response into national frameworks and multi-sectoral development plans.
Supporting the establishment of a GBV referral system that meets international standards.
Ensuring technical quality assurance of GBV programs across humanitarian and development contexts.
Coordinating partnerships and mobilizing support for national policies and programs related to Gender and GBV.
Enhancing country capacities to generate GBV prevalence data and translating it into effective policies and programs.
Leading capacity-building initiatives for government and non-government actors on GBV prevention and response.
Developing GBV policies, guidelines, and standard operating procedures to support quality case management. 1
Documenting promising practices and programmatic innovations in GBV prevention and response and disseminating them with partners.
Required Qualifications: Candidates must possess an advanced university degree in Social Sciences, Political Sciences, Gender Studies, Social Work, Public/Community Health, or related disciplines. Additionally, candidates should have at least 5 years of progressively responsible professional experience in the design, implementation, monitoring, and management of Gender and GBV programs. They should demonstrate knowledge of Gender Equality and GBV Guiding Principles, survivor-centered approaches, and global guidelines on GBV prevention and response. Experience in leading capacity-building initiatives and utilizing international tools related to GBV is essential. Candidates should also have experience in evidence-informed policy advocacy for GBV prevention and response and in effectively leading diversified teams.
Educational Background: An advanced university degree in Social Sciences, Political Sciences, Gender Studies, Social Work, Public/Community Health, or other related fields is required for this position. This educational background is essential to understand the complexities of gender issues and the dynamics of GBV, enabling the coordinator to develop and implement effective programs and policies.
Experience: Candidates should have a minimum of 5 years of relevant professional experience, which includes progressively responsible roles in the design, implementation, monitoring, and management of Gender and GBV programs. Experience in humanitarian, conflict, recovery, and development settings is highly desirable, as is field experience in complex conflict or post-conflict countries. The ability to lead diversified teams and coordinate with various stakeholders, including government counterparts, NGOs, and UN agencies, is crucial for this role.
Languages: Excellent written and verbal communication skills in English are required for this position. Knowledge of Portuguese, both written and verbal, is desirable, as it will facilitate communication and collaboration with local partners and stakeholders in Mozambique.
