Job Overview: The Programme Analyst position is critical for analyzing and assessing political, social, and economic trends that impact UNFPA's programs. Reporting directly to the Assistant Representative and under the overall leadership of the Representative, the Programme Analyst will guide and facilitate the development and delivery of UNFPA’s programs in Mozambique. This role is particularly focused on humanitarian preparedness and response, requiring the analyst to ensure the smooth running of critical services and build the capacities of Country Office staff to prepare for humanitarian responses. The Programme Analyst will engage with various stakeholders, ensuring that UNFPA's humanitarian programs are aligned with national and regional strategies. The position demands a proactive approach to integrating sexual and reproductive health needs and gender-based violence prevention into emergency settings, thereby contributing to the overall mission of UNFPA.
Duties and Responsibilities: The Programme Analyst will lead, coordinate, and manage the Country Office's humanitarian preparedness and response efforts. Key responsibilities include analyzing the humanitarian, social, and economic environment relevant to UNFPA activities, identifying opportunities for intervention, and acting as the focal point for coordination with government, UN, and non-UN partners. The analyst will participate in UN coordination mechanisms, develop and implement humanitarian strategies, and conduct assessments to inform strategic approaches. Additionally, the role involves providing inputs to programming documents, liaising with implementing partners, and ensuring compliance with UNFPA policies. The Programme Analyst will also be responsible for monitoring and evaluating humanitarian activities, documenting best practices, and preparing advocacy materials for resource mobilization.
Required Qualifications: Candidates must possess a Master’s degree in health, demography, gender, social development, business administration, or a related social science discipline. A minimum of two years of professional experience in development and population or reproductive health activities is required, along with experience in humanitarian contexts and familiarity with the cluster approach. Knowledge of reproductive health issues, gender-based violence, and their impact on women and youth is essential. Proven experience in program/project management, particularly with government institutions, NGOs, or donor organizations, is necessary. Familiarity with the United Nations system and experience in monitoring and evaluation of development projects are also required. Proficiency in office software and web-based information management systems is expected.
Educational Background: The educational requirement for this position is a Master’s degree in a relevant field such as health, demography, gender studies, social development, business administration, or other related social sciences. This advanced degree is essential for understanding the complexities of humanitarian and development issues that the Programme Analyst will address.
Experience: The position requires at least two years of professional experience in the fields of development, population, and reproductive health activities. Candidates should have working experience in humanitarian contexts and be familiar with the cluster approach. Experience in program/project management, particularly in collaboration with government institutions, NGOs, or donor organizations, is crucial. Familiarity with the United Nations system and experience in monitoring and evaluation of development projects will be advantageous.
Languages: Excellent oral and written communication skills in both English and Portuguese are mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and advocacy materials. Additional language skills may be considered an asset but are not required.
