Job Overview:
The Senior Technical Advisor, Newborn and Child Health (NCH) will be stationed at the FHI 360 Mozambique Country Office in Maputo, with responsibilities that include up to 40% travel to Nampula and other provinces. This role is pivotal in providing technical assistance to the Alcancar project’s child health team, focusing on the implementation of effective child health activities across various provinces. The advisor will work closely with the Government of Mozambique's Public Health Department to develop technical guidelines and reports aimed at enhancing access, quality, and utilization of newborn and child health, immunization, and nutrition services at multiple levels including provincial, district, and health facility levels. The Senior Technical Advisor will also represent Alcancar in technical working group meetings and assist in the development of policy documents, strategies, and proposals related to newborn and child health, immunization, and nutrition. This position is integral to informing national policy and technical discussions through effective implementation approaches and collaboration with project technical leadership.

Duties and Responsibilities:
The Senior Technical Advisor, NCH will undertake a variety of responsibilities including: contributing to the technical direction of the project related to evidence-based newborn and child health, nutrition, and immunization programming; participating in project staff meetings and work planning to support strategic vision; representing Alcancar in technical working group meetings; providing technical support for effective implementation of health activities; identifying information gaps in NCH, nutrition, and immunization; collaborating with various technical areas to ensure integrated and comprehensive activities; identifying training needs among project staff and coordinating technical assistance; promoting sustainability through networking and capacity building; and preparing annual work plans and progress reports for submission to the Department of State. The advisor will maintain high-quality interactions and communications with partners and stakeholders.

Required Qualifications:
Candidates must possess a Master’s degree in public health or health management, along with a clinical background as a medical doctor (preferably a pediatrician) or a newborn and child health nurse. A minimum of twelve (12) years of work experience within Mozambique’s health system and NGO settings is required. Candidates must be Mozambican and fluent in both Portuguese and English. Demonstrated skills in maintaining effective working relationships with government staff and partners at various levels, including UN agencies and NGOs, are essential. A deep understanding of the NCH, immunization, and nutrition programming landscape in Mozambique is crucial, along with systems analysis skills applied to NCH services. Experience with USG-funded health programs is preferred, as well as strong interpersonal, coordination, and diplomacy skills, and proficiency in writing and oral presentation in both Portuguese and English.

Educational Background:
The educational background required for this position includes a Master’s degree in public health or health management. Candidates should have a clinical background, ideally as a medical doctor or a nurse specializing in newborn and child health, which is essential for understanding the complexities of health systems and interventions.

Experience:
The position requires at least twelve (12) years of relevant work experience in Mozambique’s health system and NGO settings. This extensive experience is necessary to navigate the complexities of health programming and to effectively contribute to the goals of the Alcancar project.

Languages:
Fluency in Portuguese and English is mandatory for this position. Proficiency in both languages is essential for effective communication with stakeholders, partners, and team members, as well as for the preparation of reports and technical documents. Additional language skills may be considered an asset but are not required.

Additional Notes:
The expected salary range for this position is USD 51,825 - 65,000 as an annual base salary. The determination of the final offer will take into account various factors such as relevant years of experience, educational level, internal equity, market compensation, and available budget.
