Job Overview: The Monitoring and Evaluation (M&E) Advisor – Nutrition position is crucial for the EpiC project, which aims to enhance maternal, neonatal, and child health outcomes, immunization, and nutrition (MNCHIN) in Mozambique. The advisor will be responsible for representing the EpiC MNCH+N project in key M&E working group meetings, providing strategic monitoring, evaluation, and learning (MEL) information, and collaborating with the project technical team and implementation partners. This role requires ensuring compliance with the monitoring and evaluation requirements set by the Ministry of Health, and the advisor will be based in Maputo, seconded to the Ministry of Health (MISAU), reporting to the EpiC director" style="border-bottom: 1px dotted #007bff !important;">Technical Director. The position demands a proactive approach to improving the quality of nutrition services and data management, as well as the ability to engage with various stakeholders to promote effective program implementation and policy decisions.
Duties and Responsibilities: The M&E Advisor – Nutrition will have a comprehensive set of responsibilities, including but not limited to: supporting the adaptation of tools for monitoring output indicators; abstracting nutrition indicators from the Ministry of Health's standard databases (PRISM) and entering data into PULSE; ensuring the quality of nutrition data and supporting continuous quality improvement (CQI) within the nutrition department; collaborating with MOH Nutrition department partners and local stakeholders to align project M&E activities with Department of State (DoS) and MOH reporting requirements; conducting routine monitoring visits to project sites and performing data quality assessments (DQAs) using MISAU tools; preparing weekly and monthly reports; participating in MISAU Strategic Information (SI) and nutrition-related technical working groups; implementing capacity-building strategies for partners and stakeholders in M&E and data management; ensuring the accuracy and timeliness of nutrition data submitted to MISAU; promoting collaborative learning among partners; standardizing nutrition indicators across partners; integrating community-level nutrition data into national health information systems; conducting advanced analyses to inform program decisions; contributing to operational research and learning agendas; and leading the development of key MEL outputs such as dashboards and analytical reports.
Required Qualifications: Candidates must possess a Master's degree or its equivalent in public health, social sciences, statistics, or a related field. A minimum of 8 years of experience in monitoring and evaluation for donor-funded health projects is required, with a preference for candidates who have focused on health systems. Demonstrated technical expertise in nutrition monitoring and evaluation, particularly in maternal, infant, and young child nutrition (MIYCN), wasting management, and community-based nutrition programs is essential. Candidates should have solid knowledge of SISMA and health facility reporting tools (MISAU), as well as strong experience with national health information systems, including DHIS2/SISMA. Experience working with community health systems and integrating community and facility-level data is also necessary. Excellent writing, organizational, and communication skills are required, along with proven experience collaborating with MISAU and knowledge of national and provincial health data systems. Leadership skills and the ability to work independently and manage a high-volume workflow are crucial.
Educational Background: The educational background required for this position includes a Master's degree or its equivalent in relevant fields such as public health, social sciences, statistics, or a closely related discipline. This advanced education is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively carry out the responsibilities of the M&E Advisor role, particularly in the context of nutrition and health systems.
Experience: The position requires at least 8 years of relevant experience in monitoring and evaluation for donor-funded health projects. Candidates should have a strong background in health systems, with specific expertise in nutrition monitoring and evaluation. Experience in operational research, technical report writing, and familiarity with managing projects funded by the U.S. Government is highly desirable. Proven experience working with the Ministry of Health (MISAU) and knowledge of national and provincial health systems is also critical for success in this role.
Languages: Fluency in Portuguese is mandatory for this position, as it is the primary language of communication in Mozambique. Knowledge of English is considered an added advantage, particularly for written and spoken communication, as it may facilitate collaboration with international partners and stakeholders.
Additional Notes: This position is based in Maputo and is expected to involve travel requirements of approximately 10% to 25%. The expected hiring salary range for this role is indexed to USD 55,000 - 65,000 annually for basic salary.
