Job Overview: The Technical Advisor for HIV Programs (PASSOS+) will play a crucial role in providing strategic technical oversight and advisory support across all technical areas of the PASSOS+ project. This position involves guiding efforts in HIV prevention, care, and treatment for key populations at high risk of HIV infection. The advisor will coordinate between FHI 360 and ICRH-M, oversee knowledge management and documentation, and provide consultative support for resource mobilization and proposal development. The role requires close collaboration with ICRH-M and FHI 360 teams to ensure strategic leadership and technical supervision in four key areas: Technical Supervision and Capacity Building, Strategic Coordination and Linkage, Resource Mobilization and Proposal Development, and Knowledge Management and Learning.
Duties and Responsibilities:
Technical Supervision and Capacity Building: Provide high-level technical guidance in HIV prevention, care, and treatment for key populations at risk. Lead the design, planning, and supervision of innovative, evidence-based technical strategies. Maintain technical collaboration with field teams, implementation partners, and stakeholders. Coordinate and respond to technical support requests from ICRH-M. Develop and adapt tools, guidelines, and approaches to support program implementation. Provide mentorship and guidance to technical staff as applicable.
Strategic Coordination and Linkage: Act as the primary technical liaison between ICRH-M and FHI 36
Coordinate contributions from FHI 360’s global and regional technical teams in response to project needs. Facilitate access to specialized technical expertise from FHI 360 headquarters. Promote effective internal coordination and collaboration among FHI 360’s technical, programmatic, and MEL areas. Ensure alignment of technical assistance with project priorities.
Resource Mobilization and Proposal Development: Provide technical guidance and consultative support to ICRH-M in developing resource mobilization functions. Strengthen the capacity of ICRH-M staff in resource mobilization strategies, tools, and standard operating procedures (SOPs). Support the development of high-quality, competitive proposals (e.g., Global Fund, PEPFAR, and other funders). Advise on strategic positioning, partnership development, and funding opportunity identification.
Knowledge Management and Documentation: Provide strategic oversight of knowledge management and support the MEL Director in implementing a knowledge management framework for PASSOS+. Ensure systems are in place to document program experiences, best practices, innovations, and lessons learned. Supervise the quality and relevance of technical products (e.g., success stories, case studies, briefs, summaries, and conference materials). Ensure that program data and implementation experiences are translated into high-quality, evidence-based documentation for national and global audiences. Promote the use of program data for learning and adaptive management.
Leadership and Grant Management: Supervise technical deliverables, ensuring quality, timeliness, and alignment with project objectives. Monitor the level of effort of staff (LOE) and support the efficient allocation of technical resources. Ensure coordination between technical, operational (Finance, HR), and administrative functions. Contribute to planning processes, including sub-grant work plans and project performance reviews.
Monitoring, Evaluation, and Reporting: Review technical reports for donors prepared by the PASSOS+ MEL and technical teams. Advise on the use of project data for decision-making, programmatic learning, and adaptive management. Support presentations and communications for donors and key stakeholders through the review and validation of MEL products.
Staff Mentorship and Capacity Building: Support the coordination of technical assistance contributions from FHI 360 in response to ICRH-M needs. Facilitate short-term specialized technical assistance by FHI 360 experts as needed. Strengthen the capacity of ICRH-M staff in resource mobilization, proposal development, and technical documentation.
Required Qualifications: Master's degree (or equivalent international) in Public Health, Social Sciences, International Development, Communication, or a related field. A minimum of 8 years of relevant experience in large-scale health or development programs. Proven experience in technical assistance, capacity building, and institutional development. Experience with programs targeting key populations at risk. Solid experience in knowledge management, documentation, and technical writing. Experience in producing technical documents (reports, policy briefs, summaries, publications). Experience working in Mozambique is an advantage. Certification in Project Management is a plus.
Educational Background: Candidates must possess a Master's degree or an equivalent qualification in fields such as Public Health, Social Sciences, International Development, Communication, or a related area. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the project’s objectives and deliverables.
Experience: The position requires a minimum of 8 years of relevant experience in large-scale health or development programs. Candidates should have a proven track record in providing technical assistance, capacity building, and institutional development. Experience with programs specifically targeting key populations at risk of HIV infection is crucial. Additionally, candidates should have solid experience in knowledge management, documentation, and technical writing, as well as experience in producing high-quality technical documents such as reports and policy briefs. Experience working in Mozambique is considered an advantage, as it demonstrates familiarity with the local context and health systems.
Languages: Fluency in Portuguese is mandatory, as it is essential for effective communication with local partners and stakeholders. Excellent written communication skills in English are also required, as the role involves producing technical documents and reports in English. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
Additional Notes: The position may require travel of approximately 10-25%. The work environment is office-based, with prolonged use of computers. The tools of work include Microsoft Office 365, Teams, email, and standard office equipment. The expected salary range for this position is between USD 51,825 and 65,000 as an annual base salary. When determining the offer amount, FHI 360 considers various factors, including relevant years of experience and the candidate's level of education, internal equity, market compensation, and available budget.
