Job Overview:
The Associate Registration and Identity Management Officer (ARIMO) plays a crucial role in supporting UNHCR's registration and identity management activities in the designated region or country. This position is integral to the implementation of the UNHCR Data Transformation Strategy 2020-2025, which aims to enhance data management and governance, improve information systems, and develop capacities for evidence-informed decision-making. The ARIMO will work under the supervision of a Senior Registration or Protection staff member and will assist in operationalizing strategies related to registration, identity management, and digital identity. This includes ensuring that forcibly displaced persons are included in host States' population registers and that their vital events are recorded in civil registries. The role also involves leveraging identity management practices to support UNHCR's broader activities, including protection interventions and assistance delivery, while ensuring data protection and privacy.

Duties and Responsibilities:
The duties and responsibilities of the Associate Registration and Identity Management Officer include: assisting in the implementation of registration and digital identity strategies for forcibly displaced populations; providing technical support to staff on registration activities; developing operational guidance and capacity-building initiatives; designing procedures for quality assurance of registration data; conducting data quality checks; supporting the establishment of internal capacity for digital identity management; advocating for fair registration procedures with government authorities; establishing partnerships for effective case and data management; monitoring and reporting on registration activities; and identifying risks and opportunities in the area of responsibility. The ARIMO will also be responsible for ensuring compliance with UNHCR's policies and standards in all registration and identity management activities.

Required Qualifications:
Candidates must possess a minimum of three years of relevant experience with an undergraduate degree, two years with a graduate degree, or one year with a doctorate. Essential qualifications include an understanding of international protection principles and UNHCR's registration and identity management guidance. Desirable qualifications include technical expertise in registration and digital identity systems, familiarity with UNHCR's PRIMES applications, and experience in strategic planning and resource mobilization. Candidates should also have knowledge of civil registration and digital identity technical standards, as well as experience in data collection and analysis.

Educational Background:
The educational background required for this position includes a degree in fields such as Law, Development, Social Sciences, Information Technology (with a focus on Database Development and Data Management), Demography, Geography, Political Science, Business Administration, Humanities, Statistics, or other relevant fields. Additional training in Emergency Registration and Operations Data Management is also beneficial.

Experience:
The position requires relevant experience in registration and identity management, with a focus on understanding the principles of international protection. Candidates should have experience working with partners, including government and humanitarian organizations, and should be familiar with data management practices and standards. Experience in project development and resource mobilization is also advantageous.

Languages:
Knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. Proficiency in additional languages is considered an asset.
