Job Overview: The Prevention Adviser (P4) position is crucial for supporting the Resident Coordinator and the UN Country Team (UNCT) in Mozambique. The role involves providing strategic analysis, advice, and technical support on conflict prevention, peacebuilding, rule of law, social cohesion, and risk monitoring. The Prevention Adviser will play a key role in strengthening national capacities to prevent and mediate conflict, facilitating inclusive national dialogues, and integrating conflict-sensitive approaches into UN programming. This position requires a deep understanding of the complex socio-political landscape in Mozambique, particularly in light of the country's vulnerabilities to climate change and ongoing conflicts. The Prevention Adviser will be expected to conduct thorough analyses of social and conflict dynamics, identify opportunities for preventive actions, and foster collaboration among various stakeholders, including government entities, civil society, and development partners. The ultimate goal is to enhance the effectiveness of UN interventions and contribute to the realization of the SDGs in Mozambique.
Duties and Responsibilities: The Prevention Adviser will be responsible for a wide range of duties, including: conducting strategic analysis on social and conflict dynamics in Mozambique; providing technical and policy support to the Resident Coordinator, UNCT, and national authorities; identifying opportunities for preventive actions and peacebuilding initiatives; guiding the integration of conflict prevention and social cohesion into UN strategies; leading early warning and risk monitoring mechanisms; fostering partnerships with government and civil society; coordinating prevention and peacebuilding interventions within the UNCT; collaborating with UN experts at global and regional levels; conducting research and data analysis on conflict trends; developing capacity-building initiatives on conflict sensitivity; producing high-quality advisory inputs for various UN documents; contributing to resource mobilization for prevention initiatives; and performing any other related duties as required.
Required Qualifications: Candidates must possess a proven knowledge and understanding of sustainable development theories and concepts. They should demonstrate the ability to identify strategic issues, opportunities, and risks, as well as the capacity to generate and communicate organizational direction. Strong analytical skills are essential for producing reports that lead to sound policy recommendations. Candidates should also have a solid understanding of the UN system's programs and activities, and the ability to think strategically about emerging sustainable development issues. Professionalism, planning and organizing skills, and client orientation are critical competencies for this role. Additionally, candidates must take responsibility for incorporating gender perspectives into their work and ensuring equal participation of women and men.
Educational Background: An advanced university degree (Master's or equivalent) in political science, international relations, conflict studies, law, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in conflict prevention, peacebuilding, political analysis, governance, or a related field is required. Candidates should have experience in sociopolitical and conflict analysis, partnership-building, and negotiation skills. Experience in managing competing priorities and delivering results is desirable, as is experience working in complex, multi-stakeholder environments, particularly within UN or similar international organizations. Experience in negotiations with diverse stakeholders is also desirable.
Languages: English and Portuguese are required for this position. According to the UN Language Framework, candidates must demonstrate proficiency at UN Level II in reading, writing, listening, and speaking for both languages. French is also a working language of the UN, but proficiency in French is not mandatory for this position.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to external candidates, and those selected will receive a fixed-term appointment limited to the position. Renewal of the appointment is contingent upon the continued existence of the mandate and availability of funding.
