Job Overview:
The Senior Finance Officer (SFO) position at FHI 360 is crucial for the successful implementation of a project aimed at enhancing nutrition, neonatal, maternal, and child health outcomes in Mozambique, specifically in the provinces of Zambezia and Maputo. The SFO will work under the supervision of the Finance and Operations Manager, providing senior-level financial management and oversight for the EpiC Project. This role encompasses a wide range of responsibilities including coordinating financial and accounting operations, ensuring accurate financial monitoring, and supporting finance and operations teams to maintain the fiscal integrity of the project. The SFO will be involved in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, preparation and review of financial reports, oversight of financial compliance, and assisting project leadership in monitoring financial performance trends. Additionally, the SFO will contribute to strengthening internal controls, managing banking operations, and overseeing financial management of subawards and partner activities, ensuring compliance with donor requirements, FHI 360 policies, and applicable Mozambican laws and regulations.

Duties and Responsibilities:
The duties and responsibilities of the Senior Finance Officer include:
  • Financial Management and Analysis: Coordinate financial and accounting operations to ensure effective financial management of the project, monitor project expenditures, analyze financial performance trends, prepare and review monthly financial reports, and support financial forecasts and budget execution.
  • Accounting Oversight: Oversee the accuracy and completeness of accounting transactions, review financial transactions for compliance, support monthly financial close processes, and review reconciliations of bank accounts.
  • Banking and Treasury Management: Manage project banking operations, oversee bank account administration, monitor project bank account balances, and coordinate communication with banking institutions.
  • Subaward and Partner Financial Management: Review financial reports from partners, support budget reviews, monitor partner advances, and prepare partner disbursements.
  • Compliance and Internal Controls: Ensure compliance with FHI 360 financial policies, donor regulations, and Mozambican laws, strengthen internal financial control systems, and support audits.
  • Financial Reporting and Systems: Prepare and submit financial reporting tools, maintain financial monitoring trackers, and ensure timely reporting.
  • Capacity Building and Team Support: Provide financial guidance and mentorship to finance staff, support financial training for partners and program staff, and promote best practices in financial management.
  • Other Responsibilities: Perform additional finance and operational tasks as assigned by the supervisor.

Required Qualifications:
The required qualifications for the Senior Finance Officer position include a Bachelor’s degree in finance, accounting, business administration, or a related field. Candidates should have a minimum of 8+ years of progressive responsible accounting and financial management experience in international development programs or donor-funded projects. Demonstrated experience with USAID financial management rules and regulations, compliance with Mozambican fiscal regulations, and experience in subaward or grant financial management are essential. Candidates should also have leadership experience in supervising or mentoring finance staff, experience with financial management systems, and the ability to transfer knowledge into operational plans with client collaboration. Strong analytical and financial reporting skills, attention to detail, and the ability to work under pressure are also required.

Educational Background:
Candidates must possess a Bachelor’s degree in finance, accounting, business administration, or a related field. This educational background is crucial for understanding the financial principles and practices necessary for the role of Senior Finance Officer.

Experience:
The position requires a minimum of 8+ years of progressive responsible accounting and financial management experience, particularly in international development programs or donor-funded projects. Candidates should have substantial experience in applying USAID financial management rules and regulations, ensuring compliance with Mozambican fiscal regulations, and managing subawards or grants within large donor-funded programs. Leadership experience in supervising or mentoring finance staff is also essential.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary language of communication in Mozambique. Proficiency in English is considered an advantage, as it may facilitate communication with international partners and stakeholders.
