Job Overview: The Chief, Talent Management, Leadership Development and Organizational Design plays a pivotal role in shaping and directing UN Women’s strategic talent management agenda. This position is responsible for institutionalizing workforce planning and talent analytics capabilities, ensuring that UN Women has the right people in the right roles at the right time to fulfill its mandate. The incumbent will provide strategic advisory support to the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director and will lead a team focused on talent management, leadership development, and organizational design. The role requires a comprehensive understanding of HR policies and practices, as well as the ability to implement effective talent management strategies that align with the organization's mission. The Chief will also oversee the development of workforce strategies and plans, enhance performance and career development initiatives, and institutionalize leadership development programs across the organization.
Duties and Responsibilities:
Shape an integrated, strategic approach to talent management in UN Women by directing the design and implementation of all talent management programs and activities.
Establish and institutionalize a talent analytics architecture to provide workforce intelligence for strategic decision-making.
Direct the development of the organization’s workforce planning model and oversee its institutionalization at both corporate and business unit levels.
Enhance performance management processes to generate measurable organizational performance gains through the development of personnel.
Drive the transformation of performance management from a backward-looking assessment to a future-oriented model focused on continuous growth.
Oversee coaching, mentoring programs, and career advisory services to ensure equitable access and measurable outcomes for all personnel.
Shape and direct a comprehensive strategic approach to learning and professional development, ensuring alignment with organizational needs.
Institutionalize leadership development by defining expected leadership capacities and behaviors, and cultivating strategic partnerships for program delivery.
Lead and direct a branch of HR specialists and support staff, exercising significant authority in talent management strategy across the organization.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Professional certification in HR Management, Talent Management, or Talent Analytics is an added advantage.
At least 10 years of progressively responsible work experience in Human Resources or Workforce Management is required, with a focus on Talent Management and Organizational Development/change interventions.
Experience leading and managing personnel in international settings is essential, along with proficiency in using office software and analytical tools.
Educational Background: Candidates must possess a Master’s degree or equivalent in a relevant field such as Human Resources, Business Administration, Public Administration, or Organizational Development. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A professional certification in HR Management, Talent Management, or Talent Analytics would be beneficial and enhance the candidate's profile.
Experience: The position requires a minimum of 10 years of progressively responsible experience in Human Resources or Workforce Management, with a strong emphasis on Talent Management and Organizational Development. Candidates should have experience in leading and managing teams in international contexts, demonstrating the ability to navigate complex organizational dynamics. Familiarity with performance management systems and workforce planning is desirable, as is experience with modern web-based ERP systems, preferably Oracle Cloud.
Languages: Fluency in English is mandatory for this position. Additionally, fluency in Spanish or French is desirable, and knowledge of another official UN language (Arabic, Chinese, Russian) would be an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.
Additional Notes: This position is a senior-level role within UN Women, requiring a full-time commitment. The incumbent will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the organization's aims.
