Job Overview:
The consultant will play a crucial role in the Zoonotic Diseases Integrated Action (ZODIAC) project by providing technical expertise and solutions tailored to meet the needs of clients. This position requires adherence to organizational technology standards while proposing innovative technical solutions. The consultant will also be responsible for advising development teams on software implementation and ensuring technical quality assurance throughout the software delivery process. A lean/agile approach will be adopted for software delivery, necessitating collaboration with both in-house and external teams, including software developers, quality engineers, and security specialists. The consultant will also oversee the maintenance of existing software systems and provide technical advice as needed.

Duties and Responsibilities:
The consultant will work closely with the Animal Production and Health Section team to undertake several key activities. These include creating a unified workflow for various end-user roles, developing a secure backend database for data storage, designing scalable services and APIs for data exchange, and creating a mobile application for Field Veterinary Officers. Additionally, the consultant will develop a sample management module, a web-based administration platform for Veterinary Authorities, and ensure system compatibility with existing platforms. Coordination with field operators and laboratory technicians will be essential to ensure user-friendly functionality, and robust documentation will be produced for all processes. The consultant will also specify technical and security requirements and architect software solutions based on .NET technologies.

Required Qualifications:
Candidates must possess a university degree (bachelor) in Data Science, Computer Science, Information Systems, or a related field. A minimum of five years of demonstrated work experience in architecting, designing, and developing web-based software solutions using Microsoft technologies (.NET) is required. Experience in secure application development and a strong background in software engineering are essential. Candidates should also have experience in database design and development, as well as familiarity with frontend development technologies. Knowledge of Azure Cloud Computing Services and experience in veterinary laboratory processes are desirable. Strong leadership skills and the ability to work collaboratively in a multicultural environment are also required.

Educational Background:
A bachelor's degree in Data Science, Computer Science, Information Systems, or a related field is mandatory for this position. This educational background provides the foundational knowledge necessary for understanding complex software systems and data management, which are critical for the role.

Experience:
The position requires a minimum of five years of relevant work experience in software development, particularly in architecting and designing web-based solutions using Microsoft technologies. Candidates should have a proven track record of working in agile teams and delivering high-quality software solutions. Experience in technical team leadership is strongly desired, as is familiarity with secure application development practices.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of other official IAEA languages, such as Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

Additional Notes:
The consultancy offers a daily fee of up to €250, depending on qualifications and experience. If travel is required for the assignment, a daily subsistence allowance (DSA) and travel costs will be covered. Health coverage and pension fund responsibilities lie with the consultant. The position may involve working in a full-time capacity and requires a commitment to delivering high-quality results in a timely manner.
