Job Overview: The Organizational Development Officer position is situated within the Talent and Organizational Development Unit of the OSCE Secretariat's Department of Human Resources (DHR). This role is pivotal in supporting the Chief of the Talent and Organizational Development Unit in the design and implementation of initiatives that enhance organizational agility and optimize functional performance. The officer will work with minimal supervision, coordinating organizational initiatives through proactive engagement with various stakeholders across the OSCE Secretariat and other executive structures. The position requires a strong focus on change management processes, ensuring they are effectively governed and consistently applied throughout the organization. The officer will also be responsible for developing and deploying change management toolkits and methodologies to empower managers in leading structural and cultural transitions effectively. This role is essential in aligning the OSCE's workforce with its strategic mandates and promoting a culture of adaptability and results-oriented management.
Duties and Responsibilities: The Organizational Development Officer will be tasked with several key responsibilities, including:
Engaging and collaborating proactively with relevant stakeholders to develop and implement cohesive organizational design frameworks.
Proposing and coordinating effective organizational development initiatives that promote a culture of change and adaptability.
Analyzing findings from evaluations and strategic planning exercises to ensure that organizational changes are evidence-based and aligned with the OSCE's long-term strategic direction.
Developing change management toolkits and methodologies to assist managers in leading transitions.
Supporting organization design projects, including functional reviews and restructuring initiatives.
Advising OSCE executive structures on various aspects of organizational development, including change assessment and implementation processes.
Required Qualifications: Candidates must possess a second-level university degree in public or business management, organizational development, human resources, behavioral or social sciences, economics, or a related field. A first-level university degree combined with two additional years of relevant experience will also be accepted. Recognized certification in organizational development or change management is considered an asset. Candidates should have a minimum of five years of progressively responsible professional-level experience in organizational development, change management, or management consulting within various contexts. Demonstrated experience in providing advisory services on organizational development initiatives and change management is essential, along with strong communication skills and the ability to engage effectively with stakeholders.
Educational Background: The position requires a Master's Degree (second-level university degree or equivalent) in a relevant field such as public or business management, organizational development, human resources, or social sciences. A first-level university degree may be accepted if accompanied by additional relevant experience.
Experience: Candidates should have at least five years of progressively responsible experience in organizational development, change management, or management consulting. If the candidate holds a first-level degree, a minimum of seven years of relevant experience is required. Experience in developing change management methodologies and applying results-based management principles is also necessary.
Languages: Excellent oral and written communication skills in English are mandatory. Working knowledge of another official OSCE language is considered an asset. Candidates should demonstrate strong communication skills to engage effectively with a variety of stakeholders, including senior-level interlocutors.
Additional Notes: This position is a seconded role, meaning that candidates must be nominated by their respective participating States. The OSCE does not cover costs related to assignments at the Secretariat, and seconded staff members are not entitled to a Board and Lodging Allowance. The maximum period of service in this post is 10 years, and candidates should be aware that OSCE officials must conduct themselves in a manner befitting their status as international civil servants.
