The Office of Internal Oversight Services (OIOS) is a vital component of the International Atomic Energy Agency (IAEA), which was established to enhance the efficiency and effectiveness of the Agency's operations. OIOS is responsible for providing independent assessments and evaluations to ensure accountability, sound governance, and risk management within the organization. The office comprises four main functional areas: internal audit, investigation, management services, and programme evaluation. Job Overview:
The Senior Investigator plays a crucial role within the Investigation Group of OIOS, tasked with conducting inquiries and investigations into potential violations of IAEA regulations and policies. This position requires a proactive approach to identifying irregularities and ensuring that investigations are carried out in accordance with international standards. The Senior Investigator is responsible for planning, conducting, and reporting on investigations, as well as managing case archives and overseeing external investigative teams. The role also involves advising senior management on potential misconduct and ensuring that corrective actions are implemented effectively. The Senior Investigator must maintain high-quality investigative outputs and contribute to the development of policies and procedures related to fraud and misconduct investigations.

Duties and Responsibilities:
The Senior Investigator's duties include prioritizing and planning investigative work in consultation with the Head of the Investigation Group, developing terms of reference and investigative plans, and maintaining comprehensive records of all complaints and allegations. The investigator conducts thorough investigations following recognized international standards, prepares detailed reports and work products, and keeps management informed of the status of corrective actions. Additionally, the Senior Investigator oversees the work of contracted investigative teams, ensuring that outputs meet established time, budget, and quality standards. The role also involves maintaining and developing policies for the intake and assessment of complaints, participating in outreach activities to promote awareness of OIOS, and contributing to the ongoing development of professional practices within the office.

Required Qualifications:
Candidates must possess a Master's Degree in law, auditing, accounting, management, business administration, or a related field. Alternatively, a Bachelor's Degree with two additional years of relevant experience may be accepted in lieu of a Master's degree. The position requires at least seven years of professional investigative experience, applying internationally recognized investigation techniques, particularly in financial and personnel investigations. Practical experience in administrative and/or criminal investigations is essential, and experience in a multicultural setting is desirable. Candidates should demonstrate outstanding written and oral communication skills, including effective interview and presentation techniques, and possess unquestionable ethics and integrity.

Educational Background:
The educational background required for this position includes a Master's Degree in a relevant field such as law, auditing, accounting, management, or business administration. A Bachelor's Degree may be accepted if accompanied by additional relevant experience. The emphasis is on advanced education that equips candidates with the necessary analytical and investigative skills required for the role.

Experience:
The Senior Investigator position requires a minimum of seven years of experience as a professional investigator, with a strong emphasis on applying internationally recognized investigation techniques. Candidates should have practical experience in both administrative and criminal investigations, and experience working in diverse sectors, including international organizations, governments, civil society, and the private sector, is highly valued. Investigatory experience in a multicultural environment is also desirable, as it enhances the candidate's ability to navigate complex situations and cultural dynamics.

Languages:
Proficiency in English is mandatory, with excellent oral and written communication skills. Knowledge of other official IAEA languages, such as Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's competitiveness for the position.

Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $86,027, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include a variable post adjustment, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, and six weeks of annual leave.
