Job Overview:
The Information and Communications Technology (ICT) Officer position is crucial for providing necessary ICT support to the IOM Chad mission and Country Office. The officer will work under the supervision of the Chief of Mission and the Resources Management Officer, coordinating closely with the IT and Communication Officer based in Niger. The role involves supervising the ICT team, ensuring compliance with IOM ICT standards, and facilitating the implementation of cybersecurity programs. The ICT Officer will also be responsible for maintaining network services, ensuring the performance of IT infrastructure, and providing training to staff. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to meet operational needs effectively.

Duties and Responsibilities:
  • Supervise the ICT team members and coordinate daily activities of the ICT Unit, ensuring timely and accurate responses to requests and compliance with IOM ICT standards.
  • Ensure adherence to IOM policies regarding network systems, IT security" style="border-bottom: 1px dotted #007bff !important;">security, software licensing, telecoms, and ICT procurement.
  • Facilitate the implementation of the cybersecurity program and ensure compliance with donor and operational frameworks.
  • Liaise with the IMT Officer to provide adequate ICT solutions and services.
  • Ensure the performance and stability of network services and servers to minimize downtime.
  • Maintain IT infrastructure performance for mission-critical applications and corporate applications.
  • Facilitate the development of database information systems to support mission operations.
  • Provide ICT training to end users and staff.
  • Implement improvements to mission IT infrastructure in coordination with the IMT Officer. 1
  • Monitor ICT project activities and report challenges to the IMT Officer. 1
  • Liaise with Logistics and Procurement staff for the provision of ICT-related equipment and services. 1
  • Provide training to ICT team members and other staff. 1
  • Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a Master's degree in Computer Science, Information Management, Information Technology, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in implementing and administering Microsoft Windows network environments, supporting emergency missions, and progressively responsible experience in planning and maintaining computer information systems. Knowledge of database information systems, web-based development tools, and extensive experience with Microsoft Power Platform and 365 cloud-based applications is essential.

Educational Background:
The educational background required for this position includes a Master's degree in Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with four years of relevant professional experience is acceptable. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in the necessary technical and theoretical aspects of the role.

Experience:
Candidates should have a minimum of two years of relevant professional experience if they hold a Master's degree, or four years if they possess a University degree. Experience should include the implementation and administration of Microsoft Windows network environments, first-level network/desktop support, and working with international organizations in field locations. Additionally, candidates should have progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems, as well as knowledge of database information systems and data processing tools.

Languages:
Fluency in one of the IOM's official languages (English, French, Spanish) is required for all staff members. For this position, fluency in both English and French is mandatory, with proficiency in another official UN language (Arabic, Chinese, Russian, or Spanish) considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the communication requirements of the role.

Additional Notes:
The position is subject to international recruitment mobility requirements, and candidates must be medically fit for appointment. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months. The appointment is contingent upon funding confirmation, and candidates from non-represented member states of IOM are prioritized in the selection process.
