Job Overview:
The WASH Program Manager is tasked with implementing and achieving the objectives outlined in operational proposals. This role involves overseeing operational teams assigned to the WASH program, ensuring the quality and performance of program activities, and proposing necessary adjustments to maintain relevance. The position is critical as SI has established its operational presence in Gaza since early 2024, amidst a rapidly changing and challenging environment. The manager will need to adapt to the increasing operational volume and the limited humanitarian experience of national teams. The role also includes transitioning from pure humanitarian assistance to early recovery programming, especially in light of the ceasefire that has allowed for some operational improvements. The WASH Program Manager will focus on finalizing ongoing projects, initiating new grants, and ensuring timely implementation of activities while monitoring results and maintaining documentation.

Duties and Responsibilities:
The WASH Program Manager will be responsible for the following duties:
  • Oversee the implementation of WASH program activities, ensuring they meet the defined objectives and quality standards.
  • Manage and support operational teams, providing guidance and training as necessary.
  • Conduct monitoring activities for ongoing projects, including surveys and reporting on donor indicators.
  • Initiate new grant activities, including planning, training, and partner engagement.
  • Monitor the achievement of expected results using standard MEAL tools and maintain proper documentation.
  • Adapt program strategies in response to the evolving operational environment and security" style="border-bottom: 1px dotted #007bff !important;">security constraints.
  • Collaborate with local partners and stakeholders to enhance program effectiveness.
  • Ensure compliance with SI's policies and procedures, particularly regarding safety and security.

Required Qualifications:
Candidates must possess the following qualifications:
  • A minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in a similar position.
  • Solid experience in WASH emergency and early recovery programming.
  • Technical expertise in shelter/construction is an asset.
  • Experience in water and solid waste management networks is desirable.
  • Proven ability to work in partnership with local organizations.
  • Strong analytical skills and a proactive, solution-oriented approach to work.
  • Proficiency in MS Office, particularly Excel; GIS skills are a plus.
  • Strong management, organizational, and interpersonal skills.

Educational Background:
The position requires a relevant educational background, typically a degree in a field related to humanitarian aid, public health, environmental science, or a similar discipline. Advanced degrees or specialized training in WASH programming or emergency response may be advantageous.

Experience:
The ideal candidate should have at least 5 years of experience in the humanitarian sector, with a focus on WASH programming. Specific experience in a managerial role within a similar context is essential, ideally with 3-4 years in a position that involves overseeing program implementation and team management.

Languages:
Fluency in English, both written and spoken, is mandatory. Proficiency in Arabic is considered an asset, enhancing communication with local teams and stakeholders.

  • The role involves a rotation system, with 14 days out of Gaza every 8 weeks. The compensation package includes a gross monthly salary starting from EUR 2310, a monthly per diem of USD 750, and coverage for accommodation and travel expenses. Expatriates will benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Gaza have improved since the ceasefire, but the environment remains challenging with high levels of stress. The position is based in Deir-el-Balah, where SI has its office and guesthouse.
