Job Overview:
The MEAL Manager plays a crucial role in supporting the implementation of Solidarités International's humanitarian strategy by overseeing the Monitoring, Evaluation, Accountability, and Learning (MEAL) department. This position involves providing technical and methodological support to program teams, ensuring that a robust Feedback and Complaint system is in place to facilitate accessible and safe mechanisms for community engagement. The MEAL Manager is responsible for applying SI's MEAL norms and standards in program implementation, ensuring that interventions are needs-driven, impactful, and adaptable to changing contexts. The role also includes participation in work planning and addressing the challenges of scaling up the MEAL team to meet increasing demands, managing a growing number of MEAL activities, and structuring the department effectively. The operational context is characterized by volatility and risks, necessitating proactive adaptation and flexible planning to maintain the quality and continuity of MEAL processes.

Duties and Responsibilities:
  • Supervise the MEAL department and provide technical support to program teams.
  • Implement and manage a Feedback and Complaint system that is accessible and safe for community members.
  • Ensure adherence to SI's MEAL norms and standards in program implementation.
  • Monitor and evaluate the quality of implemented programs, suggesting necessary adjustments to maintain relevance.
  • Participate in work planning and capacity building of the MEAL team.
  • Strengthen the Feedback and Complaint Response Mechanism (FCRM).
  • Enhance program awareness of MEAL processes among staff.
  • Maximize and systematize the use of collected data for decision-making.

  • Foster partnerships with local organizations and stakeholders to enhance program effectiveness.

Required Qualifications:
  • Master's degree in Humanitarian Action, Human Rights, Social Science (Geography, Sociology, Anthropology, History), or Political Science is preferred.
  • Experience in the humanitarian sector ranging from 0 to 2 years.
  • Experience in a similar position is also between 0 to 2 years.
  • Strong knowledge of designing and implementing MEAL systems across multiple programs.
  • Proficiency in data collection, analysis, and evidence-based reporting.
  • Experience in establishing accountability and complaints mechanisms, integrating gender, protection, and do-no-harm considerations.
  • Proficient in developing MEAL tools and indicators, and building team capacity on monitoring and evaluation processes.
  • Excellent mastery of MS Office, particularly Excel.
  • Familiarity with KOBO is an asset.

Educational Background:
Candidates are expected to hold a Master's degree in relevant fields such as Humanitarian Action, Human Rights, Social Science (including Geography, Sociology, Anthropology, History), or Political Science. This educational background is essential for understanding the complexities of humanitarian work and the socio-political contexts in which SI operates.

Experience:
The position requires candidates to have between 0 to 2 years of experience in the humanitarian sector, with a similar range of experience in a comparable role. This level of experience is crucial for understanding the operational challenges and dynamics of working in a humanitarian context, particularly in volatile environments like Gaza.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in Arabic is considered an asset, as it enhances communication with local communities and stakeholders, facilitating better program implementation and engagement.

Additional Notes:
The position is a short-term contract, and the salary is based on experience, starting from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The organization implements a system of alternating work and time off, allowing for breaks every three months, with a break allowance of USD 85

Living conditions in Deir-el-Balah have improved since the ceasefire, with basic food items available in markets, although prices remain high. The SI office and guesthouse are solar-powered, which may lead to occasional electricity shortages, and internet access is available with limited interruptions.
