Job Overview:
The Multisectorial Manager is tasked with implementing and achieving the objectives outlined in operational proposals. This role involves overseeing operational teams assigned to various programs, ensuring the quality and performance of activities, and making necessary adjustments to maintain relevance in a rapidly changing environment. The manager will face challenges such as working with national teams that may have limited humanitarian experience, adapting to a dynamic operational context, and ensuring program quality amidst security" style="border-bottom: 1px dotted #007bff !important;">security constraints. The position requires strong logistical planning and coordination with partners and communities to execute distributions effectively. In the initial months, the manager will focus on kick-starting new grants, organizing the arrival of international goods, developing distribution strategies, and providing guidance and training to national staff.

Duties and Responsibilities:
The Multisectorial Manager will be responsible for the following duties:
  • Implementing operational proposals and ensuring the achievement of defined objectives.
  • Overseeing and managing operational teams to guarantee the quality of program activities.
  • Proposing adjustments or developments to programs as necessary to ensure their relevance.
  • Planning and executing distributions in coordination with partners, suppliers, and communities.
  • Kick-starting new grants, including conducting kick-off meetings and preparing monitoring tools.
  • Organizing the arrival and management of international goods.
  • Developing and implementing a clear distribution strategy.
  • Scaling up the team and providing training and support to national staff to enhance their capacity and performance.
  • Monitoring and evaluating program quality and adapting to field conditions. 1
  • Engaging with local partners and stakeholders to strengthen collaboration and impact.

Required Qualifications:
Candidates must possess the following qualifications:
  • Solid experience in emergency or early recovery programming, particularly in basic needs distribution.
  • A good command of the project cycle and experience in organizing distributions in tense contexts.
  • Experience in partnerships, preferably with local organizations.
  • Strong analytical skills and a proactive, solution-oriented approach to work.
  • Experience in protracted crisis contexts, with the ability to switch between short, medium, and long-term solutions.
  • Proficiency in MS Office, particularly Excel; knowledge of GIS is desirable.
  • Solid management skills and experience, along with strong organizational and interpersonal skills.
  • Ability to work under pressure and adapt to rapidly changing environments.
  • Previous experience with SI or similar organizations is an asset, as is prior experience working in Palestine.

Educational Background:
The position requires a relevant educational background, typically in fields related to humanitarian aid, international development, or a similar area. Specific degrees or certifications may be preferred, but practical experience in the humanitarian sector is highly valued.

Experience:
The ideal candidate should have 0-2 years of experience in the humanitarian sector, with a similar level of experience in a managerial position. This entry-level experience is acceptable, provided the candidate demonstrates the necessary skills and competencies required for the role.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in Arabic is considered an asset, enhancing communication with local partners and communities.

Additional Notes:
This position is a short-term contract based in Gaza, specifically in Deir-el-Balah, where SI maintains its office and guesthouse. The role offers a competitive salary starting from 2,310 EUR gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation and travel expenses. The organization implements a system of work and time off, allowing for breaks every three months, with an additional rest day granted for each month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Gaza have improved since the ceasefire, with basic food items available, although prices may be high. The office and guesthouse are powered by solar energy, which may lead to occasional electricity shortages, and internet access is available with limited interruptions.
