Job Overview:
The position of Programme Policy Officer IDM CBT at WFP in Gaza is crucial for the effective delivery of cash-based transfers and identity management solutions in a complex operational environment characterized by significant humanitarian needs. The incumbent will provide strategic and technical leadership to the Cash-Based Transfer (CBT) and Identity Management (IDM) team, ensuring that all operations are executed efficiently and effectively. This role involves overseeing the end-to-end CBT/IDM cycle, which includes planning, prioritization, and delivery of identity management solutions and cash-based transfers. The officer will also engage with various stakeholders, including other UN agencies and NGOs, to strengthen coordination and address operational challenges. The position requires a proactive approach to adapting cash programming in response to evolving conditions, ensuring that WFP's assistance reaches the most vulnerable populations in Gaza. The officer will be responsible for managing a team, providing guidance on process design, and ensuring that all operations align with WFP's mission and values.

Duties and Responsibilities:
  • Supervise a team of 4 staff members in the Gaza CBT/IDM function, ensuring effective planning and delivery of identity management solutions and cash-based transfers.
  • Oversee the entire CBT/IDM cycle across all programs in Gaza, including Multi-Purpose Cash Assistance (MPCA), Cash for Work (CfW), and Cash for Prevention (CfP).
  • Manage the timely delivery of IDM operations, including registration, data updates, verification, beneficiary selection, enrollment, and distribution of assistance.
  • Engage with other UN agencies and NGOs to strengthen coordination and address operational challenges related to cash assistance in Gaza.
  • Represent WFP in the Gaza Cash Working Group, ensuring effective communication between national discussions and local operations.
  • Provide regular updates and recommendations on CBT/IDM operations to the Country Office.
  • Adapt cash programming in response to changes in the operational environment, including banking regulations and financial service provider arrangements.
  • Liaise with financial service providers on Know Your Customer (KYC) requirements and regulatory developments affecting beneficiary access.
  • Oversee the use of CBT/IDM technology solutions, prioritizing new features and maintenance needs. 1
  • Ensure timely delivery of digital payments for cash assistance programs, coordinating with relevant entities. 1
  • Conduct in-depth analytics and reporting on CBT/IDM operations for stakeholders. 1
  • Identify challenges in CBT/IDM processes and propose solutions to resolve issues. 1
  • Coordinate across various units within WFP to ensure effective implementation of CBT/IDM projects. 1
  • Support the transition to corporate solutions as required, collaborating with colleagues at the Country Office and Headquarters. 1
  • Build local capacities in CBT/IDM areas to strengthen long-term sustainability. 1
  • Act in an emergency-response capacity as needed and undertake additional responsibilities as required.

Required Qualifications:
Candidates must possess a First Degree or an Advanced University degree in a relevant field such as Economics, Business Administration, Computer Science, Data Analytics, Technology, or Statistics. The role requires a strong technical knowledge of the cash-based transfer and identity management delivery cycle, including registration, data updates, verification, and reconciliation processes. Candidates should demonstrate proficiency in data management and analytical tools, with experience in SQL and Tableau for data analysis. Strong partnership and coordination skills are essential, as well as the ability to synthesize complex information into concise, actionable products. A sound understanding of humanitarian principles and responsible data management practices is also required.

Educational Background:
The educational background required for this position includes a First Degree or an Advanced University degree in relevant areas such as Economics, Business Administration, Computer Science, Data Analytics, Technology, or Statistics. This educational foundation is critical for understanding the complexities of cash-based transfers and identity management in humanitarian contexts.

Experience:
A minimum of 3 years of progressively responsible professional experience in the public or private sector is required, demonstrating high performance in relevant areas. Experience in cash-based transfers and identity management, particularly in operations, data analytics, design, and implementation, is essential. Familiarity with WFP systems such as SRA, DAT, PIT, and SCOPE is considered a strong asset, as is experience in field operations.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within WFP and for reporting purposes. A working knowledge of Arabic is considered a strong asset, given the operational context in Gaza and the need to communicate effectively with local stakeholders.

The position is classified as an International Consultancy Level 1, with a duty station in Gaza.
