Job Overview:
The WASH Program Manager is responsible for implementing and achieving the objectives outlined in the operation proposals. This role involves overseeing operational teams assigned to the WASH program, ensuring the quality and performance of the program's activities, and proposing necessary adjustments to maintain relevance. The position is critical in a context marked by high-intensity military activities and a rapidly changing operational environment. The WASH Program Manager will focus on finalizing ongoing projects, initiating new grants, and ensuring timely implementation of activities while navigating security" style="border-bottom: 1px dotted #007bff !important;">security constraints and logistical challenges. The role requires adaptability and a proactive approach to problem-solving in a high-stress environment, particularly given the recent ceasefire and its implications for humanitarian operations.

Duties and Responsibilities:
  • Oversee the implementation of WASH program activities, ensuring they meet the defined objectives and quality standards.
  • Manage and support operational teams, providing guidance and training as necessary.
  • Conduct monitoring activities for ongoing projects, including surveys and reporting on donor indicators.
  • Initiate new grant activities, including planning, tool preparation, and team training.
  • Maintain documentation of activities and ensure compliance with reporting requirements.
  • Adapt program strategies in response to changes in the operational environment and security situation.
  • Collaborate with local partners and stakeholders to enhance program effectiveness and outreach.
  • Monitor and evaluate program impact, making recommendations for improvements as needed.

  • Engage in strategic planning to transition from humanitarian assistance to early recovery programming as conditions allow.

Required Qualifications:
  • A minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in a similar position.
  • Solid experience in WASH emergency and early recovery programming.
  • Technical expertise in shelter and construction is an asset.
  • Experience in water and solid waste management networks is desirable.
  • Proven ability to work in partnership with local organizations.
  • Strong analytical skills and a proactive, solution-oriented approach to work.
  • Experience in protracted crisis contexts, with the ability to adapt to short, medium, and long-term solutions.
  • Proficiency in MS Office, particularly Excel; GIS skills are a plus.

Educational Background:
A relevant degree in humanitarian studies, water management, public health, or a related field is preferred. Additional certifications in project management or emergency response may be advantageous.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in a managerial role related to WASH programming. Experience in crisis contexts, particularly in the Middle East, is highly desirable.

Languages:
Fluency in English, both written and spoken, is mandatory. Proficiency in Arabic is considered an asset, enhancing communication with local partners and communities.

Additional Notes:
This position is a short-term contract lasting 7 months, with a rotation system of 14 days out of Gaza every 8 weeks. The salary starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Deir-el-Balah have improved since the ceasefire, with basic food items available in local markets, although prices may be high. The working environment remains challenging, with high levels of stress and limited opportunities for relaxation.
