Job Overview:
The Partnership Officer plays a crucial role in supporting the effective implementation of projects delivered through local partners. This position involves facilitating coordination, monitoring compliance and progress, supporting capacity strengthening, and ensuring proper documentation and information flow. The Partnership Officer will work closely with program and support teams to ensure that partnership processes are applied consistently and in accordance with NRC’s Partnership Framework and Programme Cycle Management (PCM) approach. The role requires a proactive approach to managing partnerships, ensuring that all activities align with NRC's policies and guidelines, and that partners are supported in their implementation of projects. The Partnership Officer will also be responsible for promoting Safe and Inclusive Programming (SIP) and ensuring accountability commitments are met across partner-led activities.

Duties and Responsibilities:
The duties and responsibilities of the Partnership Officer include ensuring compliance with NRC policies and guidelines in all partnership-related work, supporting effective partnership management through coordinated engagement with local partners, and ensuring accurate documentation of partner activities and agreements. The officer will monitor partner-implemented project activities, contribute to quality assurance, and provide day-to-day support to strengthen the capacity of partner and project staff. Additionally, the officer will organize and participate in partnership meetings and workshops, support the development and management of partnership agreements, and assist in monitoring compliance with donor requirements. The role also involves coordinating closely with Programme and Support teams, contributing to partnership mapping and analysis, and supporting the implementation of NRC’s partnership strategy under the guidance of the Partnership Manager.

Required Qualifications:
Candidates for the Partnership Officer position should possess a minimum of 2 years of relevant experience in a related field, particularly in partnerships and civil society strengthening. Familiarity with computer skills, especially in Microsoft Word and Excel, is essential. The ideal candidate should have a proven ability to work effectively with national and local civil society organizations and a good understanding of donor regulations and grants management. Strong personal organizational skills and analytical thinking are necessary for strategy development, as well as excellent written and oral communication skills in both English and Arabic.

Educational Background:
The educational background required for the Partnership Officer position typically includes a degree in a relevant field such as international relations, development studies, social sciences, or a related discipline. Advanced degrees may be preferred, but relevant experience can also be considered in lieu of formal education. Candidates should demonstrate a strong understanding of the humanitarian sector and NGO operations, as well as the dynamics involved in partnership management.

Experience:
The level of experience needed for the Partnership Officer position includes at least 2 years of relevant work experience in partnership management, civil society strengthening, or related fields. Candidates should have experience in coordinating activities, liaising with external actors, and working in complex project environments. Experience in capacity-sharing and community-based programming is also valuable, as is familiarity with monitoring and evaluation processes in partnership contexts.

Languages:
Fluency in English and Arabic is mandatory for this position, as effective communication with local partners and stakeholders is essential. Additional language skills may be considered an asset, particularly if they relate to the communities served by NRC's programs.

The Partnership Officer position is based in Gaza and is classified as Grade (05) Step (01). The contract duration is for 12 months, with the possibility of renewal based on the needs of the position, available funding, and performance.
