Job Overview: The Head of Program Coordination and Innovation Unit (PCIU) will play a pivotal role in managing and coordinating the activities of the unit, which includes program and project conceptualization, proposal development, and monitoring and evaluation. This position requires close collaboration with the Chief of Mission (CoM), Deputy Chief of Mission (DCoM), and various program managers to support strategic planning and maintain relationships with UN agencies, donors, and the Government of Nigeria. The incumbent will oversee the effective engagement of unit staff, ensuring timely performance and strategic program coordination. The role also involves providing strategic guidance on project proposals, improving project reports, and ensuring the quality of program information and assessments. The Head of PCIU will lead initiatives on program innovation and knowledge management, monitor emerging migration trends, and recommend actions to enhance operational impact.
Duties and Responsibilities:
Manage and supervise the staff of the Mission Coordination Support and Innovation Unit, ensuring effective engagement and performance in strategic program coordination and reporting oversight.
Provide strategic guidance on project proposals and concept notes, reviewing and improving project reports and documents in coordination with relevant program managers.
Support the coordination and evaluation of program and project activities to ensure timely implementation and quality reporting.
Provide strategic leadership on donor engagement and partnership management, advising on funding opportunities and positioning of CO programs.
Advise on the integration of relevant policies and frameworks into internal frameworks and national programming.
Oversee the preparation of evidence-based program information and analyses, ensuring outputs meet strategic and reporting standards.
Monitor emerging migration trends and recommend strategic actions to the Chief of Mission.
Develop and disseminate communications and visibility materials. 1
Facilitate knowledge generation to promote improved policy engagement and project management. 1

Required Qualifications: The position requires a Master’s degree in Political or Social Science, International Relations, Law, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant experience is acceptable. Candidates must have experience in international migration, management, and evaluation, as well as operational and field experience in migration issues. Familiarity with donor engagement and project implementation is essential, along with a strong understanding of migration themes in West and Central Africa.
Educational Background: Candidates must possess a Master’s degree in Political or Social Science, International Relations, Law, or a related field from an accredited academic institution. Accredited Universities are those listed in the UNESCO World Higher Education Database. Alternatively, a University degree in the same fields with nine years of relevant professional experience is acceptable.
Experience: Candidates should have significant experience in the field of international migration, management, and evaluation. This includes operational and field experience, as well as familiarity with IOM project development, management, implementation, and monitoring systems. Experience in liaising with governmental authorities and other institutions is also required, along with a strong understanding of migration themes in the region.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type is Special Short Term Graded, with an initial duration of 6 months, extendable up to 9 months. The position is classified at the P-4 grade level. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months. Candidates who are nationals of the duty station’s country cannot be considered eligible.
