Job Overview: The HR Officer position at UNICEF involves a broad range of human resources functions, reporting to the HR Specialist. The role is designed to support the execution of HR services by applying theoretical HR models and understanding organizational HR policies and procedures. The HR Officer is expected to cover multiple HR functional areas, especially in emergency and hardship duty station settings, while providing technical support in critical areas essential for business continuity and program delivery. The position requires a proactive approach to advising clients on HR-related needs and developing action plans, ensuring a high level of client orientation and adherence to policies and regulations. The HR Officer will also engage in strategic HR initiatives, support learning and capacity development, and utilize HR data analytics to inform decision-making processes.
Duties and Responsibilities:
Business Partnering: Provide support to the HR Business Partner by researching policies and analyzing data to advise clients on HR-related needs. Ensure timely and accurate advice on HR processes and policies, and recommend equitable solutions to HR issues.
Strategic Human Resources: Assist in liaising with HQ Divisions and regional offices to support corporate HR strategy formulation and implementation. Research and provide data to improve HR systems and policies.
Implementation of HR Services: Support various HR functions such as recruitment, job classification, and performance management to enhance client services. Analyze casework and recommend solutions based on established guidelines.
Learning and Capacity Development: Collaborate with business owners to design and deliver learning plans for staff, contributing to the development of a talent pipeline.
Required Qualifications: A University Degree in human resource management, business management, international relations, psychology, or a related field is required. Candidates should possess a basic understanding of results-based HR planning and reporting, along with knowledge of UNICEF HR policies and procedures. Strong communication and coordination skills are essential, as well as proficiency in HR information systems and standard office software tools.
Educational Background: Candidates must hold a University Degree in a relevant field such as human resource management, business management, international relations, or psychology. This educational background is crucial for understanding the complexities of HR functions and policies within an international organization like UNICEF.
Experience: A minimum of one year of professional experience in human resource management within an international organization or large corporation is required. This experience should include operational support in recruitment and staffing processes, as well as familiarity with performance management and staff records management.
Languages: Fluency in English is mandatory. Knowledge of another official UN language or the local language of the duty station is considered an asset, enhancing communication and collaboration within diverse teams.
