Job Overview:
The Evaluator will be responsible for conducting a comprehensive evaluation of the IOM project titled 'Strengthening Facts-Based and Data-Driven Migration Governance and Management.' This project, funded by the Migration Multi Partnership Trust Fund (MMPTF), aims to enhance migration governance in Nigeria through improved data collection, analysis, and evidence-based policy development. The evaluator will assess the project's relevance, effectiveness, efficiency, impact, and sustainability, ensuring alignment with IOM's Evaluation Policy and OECD-DAC criteria. The evaluation will involve engaging with various stakeholders, including government agencies, civil society organizations, and beneficiaries, to gather insights and feedback on the project's outcomes and challenges. The evaluator will also be tasked with generating actionable recommendations to inform future programming and decision-making processes.

Duties and Responsibilities:
  • Refine the evaluation methodology and develop a comprehensive data collection plan.
  • Design data collection tools and conduct data collection through key informant interviews, focus group discussions, and direct observations.
  • Analyze collected data and draft evaluation reports, including an inception report and final evaluation report.
  • Facilitate validation sessions with stakeholders to discuss preliminary findings and gather feedback.
  • Ensure adherence to ethical standards throughout the evaluation process, including informed consent and confidentiality.
  • Collaborate with IOM project management and M&E teams to access necessary documentation and coordinate evaluation activities.
  • Present findings and recommendations in accessible formats for various audiences, including beneficiaries, donors, and government partners.

Required Qualifications:
  • Proven experience in conducting complex evaluations, particularly in migration governance, policy programs, or similar development interventions.
  • Strong mixed-methods evaluation skills, including qualitative and quantitative data analysis.
  • Excellent reporting and communication skills, with the ability to present findings clearly and effectively.
  • Expertise in stakeholder engagement and collaboration with diverse groups, including government officials, civil society organizations, and beneficiaries.
  • Knowledge of ethical standards and practices in evaluation, particularly in relation to migration and vulnerable populations.

Educational Background:
A Master’s degree in a relevant field such as monitoring and evaluation, migration, development, policy, social sciences, or statistics is required. The candidate should have a strong academic background that supports their ability to conduct thorough evaluations and analyses.

Experience:
The position requires an evaluator with significant experience in mixed-method project evaluations, particularly in the context of migration governance and policy development. Candidates should have a track record of engaging with stakeholders and producing high-quality analytical reports that adhere to international ethical standards.

Languages:
Proficiency in English is mandatory, as it is the primary language of IOM's operations. Knowledge of additional languages such as French or Spanish would be considered an asset, particularly in enhancing communication with diverse stakeholders.

The evaluation is expected to take place over a duration of 10 weeks, concluding by 30 March 202
  • The evaluator will be required to travel 30-40% of the time to conduct in-person evaluations in Abuja and other key states. Payment will be made in two installments: 30% upon submission of the inception report and 70% upon acceptance of the final report. The selection process will evaluate both technical and financial proposals, with a minimum passing score for technical evaluation set at 65 out of 10
