Job Overview: The Programme Manager and Head of Sub-Office will be responsible for coordinating the implementation of IOM's Immigration and Border Governance (IBG) and other programming in Palau. This role involves managing the IOM Palau Sub Office in alignment with the IOM Strategic Plan, policies, standards, and commitments. The successful candidate will oversee the overall implementation of the IBG and other projects, particularly focusing on enhancing border management systems capacity through the introduction of electronic machine-readable passports (eMRP). The position requires providing financial, procurement, administrative, and technical support for projects, ensuring compliance with IOM policies and donor requirements. The Programme Manager will also monitor program strategies, implementation progress, and recommend corrective actions to enhance effectiveness. This role includes ensuring timely and accurate information sharing on project activities and coordinating the preparation of updates, reports, and visibility materials in collaboration with donors and relevant units. The Programme Manager will represent IOM in conferences and workshops, maintain strong relationships with government counterparts, and facilitate regular coordination meetings to support project implementation. Additionally, the role involves overseeing operational, human resources, administrative, financial, and supply chain functions of the IOM Palau Sub Office, ensuring adherence to safety and security" style="border-bottom: 1px dotted #007bff !important;">security protocols, and providing regular updates to the Chief of Mission/Sub-regional Coordinator on program progress and challenges.
Duties and Responsibilities: The duties and responsibilities of the Programme Manager and Head of Sub-Office include:
Managing the overall implementation of the Immigration and Border Governance (IBG) and other programs in Palau, focusing on the eMRP project.
Providing financial, procurement, administrative, and technical support for projects in accordance with IOM policies and donor requirements.
Offering operational and technical supervision to project staff.
Monitoring program strategy, implementation, and progress, recommending corrective actions as necessary.
Tracking progress against strategic objectives and benchmarks.
Required Qualifications: The required qualifications for the Programme Manager and Head of Sub-Office position include:
A Master’s degree in International Relations, Political Science, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
Experience in project management, development, monitoring, reporting, and evaluation.
Experience in capacity-development activities.
Experience in migration management, particularly in immigration and border governance.
Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
Experience in organizing consultations, workshops, and seminars with high-level stakeholders.
Proven ability to establish and maintain strong working relations with relevant government counterparts, international organizations, and private sector entities.
Understanding of internal and international migration issues in the country and the Asia-Pacific Region.

Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by seven years of relevant professional experience. This educational foundation is essential for understanding the complexities of migration management and the operational context in which IOM operates.
Experience: The level of experience needed for this position includes a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. Candidates should have experience in project management, development, monitoring, reporting, and evaluation, as well as in capacity-development activities. Experience in migration management, particularly in immigration and border governance, is considered an advantage. Additionally, candidates should have experience in liaising with governmental and diplomatic authorities and organizing consultations, workshops, and seminars with high-level stakeholders.
Languages: For this position, fluency in English is required, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is fixed-term for one year, with the possibility of extension. The position is classified at the P-3 grade level, indicating a professional level of responsibility. The recruitment process is open to international candidates, and the appointment will be subject to certification of medical fitness, accreditation, residency or visa requirements, and security clearances. The selection process may also be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
