Job Overview: The position of National Individual Consultant is aimed at providing technical support to the Ethiopian Disaster Risk Management Commission (EDRMC) in establishing a National Disaster Damage and Loss Tracking system/database. This role is crucial in strengthening disaster risk governance and enhancing recovery capacities within Ethiopia. The consultant will be expected to work closely with EDRMC to develop and implement strategies that will effectively track and manage disaster-related damages and losses. The consultant will also be responsible for ensuring that the tracking system is user-friendly and accessible to relevant stakeholders, thereby facilitating better decision-making and resource allocation in disaster management. The consultant will work from Addis Ababa but will also need to travel to selected regions of Ethiopia for a maximum of 15 days during the contract period, which is set for 131 working days over six months. The expected start date for this position is immediately after the contract agreement is concluded, indicating the urgency and importance of this role in the ongoing efforts to improve disaster management in Ethiopia.
Duties and Responsibilities: The consultant will be responsible for a variety of duties including but not limited to: conducting a comprehensive assessment of the current disaster damage and loss tracking mechanisms in Ethiopia; collaborating with EDRMC to design and develop a robust tracking system that meets the needs of various stakeholders; providing training and capacity-building sessions for EDRMC staff and other relevant personnel on the use of the tracking system; ensuring that the system is integrated with existing data management frameworks; facilitating stakeholder consultations to gather input and feedback on the system; preparing detailed reports and documentation on the progress and outcomes of the project; and providing ongoing technical support and guidance throughout the implementation phase. The consultant will also be expected to engage with local communities and other partners to ensure that the system is inclusive and reflects the realities on the ground.
Required Qualifications: Candidates must possess a strong background in disaster risk management, data management, or a related field. A proven track record of working with government agencies or international organizations in similar roles is essential. The consultant should have excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse stakeholders. Familiarity with the Ethiopian context and experience in capacity building and training are highly desirable. Additionally, candidates should demonstrate a commitment to gender equality and inclusivity in their work.
Educational Background: A minimum of a Master's degree in Disaster Risk Management, Environmental Science, Public Administration, or a related field is required. Candidates with a Bachelor's degree combined with extensive relevant experience may also be considered. Specialized training or certifications in disaster management or data analysis will be an added advantage.
Experience: The ideal candidate should have at least 5 years of professional experience in disaster risk management, data analysis, or a related field. Experience working with government agencies, NGOs, or international organizations in Ethiopia or similar contexts is highly preferred. The consultant should also have a demonstrated ability to manage projects effectively and work collaboratively with diverse teams.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ethiopia, such as Amharic, is considered an asset and will enhance communication with local stakeholders.
Additional Notes: This position is classified as a National Individual Contractor (IC) at Level C (Senior Specialist). The contract duration is for 131 working days over a period of six months, with the possibility of extension based on performance and project needs. The consultant will be required to work both from the duty station in Addis Ababa and travel to various regions of Ethiopia as necessary. This role is a full-time engagement, and candidates should be prepared for immediate start upon contract agreement. Compensation details will be discussed during the selection process.
