Job Overview: The Education Officer (Systems Knowledge Management) role is part of the Education Systems/Data and Information Management team within UNICEF Lebanon’s Education Section. This position is crucial for supporting a complex emergency and large-scale education response, particularly through the implementation of the Transition and Education Fund (TREF) modality. The primary objective of this role is to ensure that children have access to formal schooling by facilitating timely payments to teachers and schools, while also providing structured non-formal education programs for out-of-school children. The position involves enhancing monitoring and data systems, improving data quality control, and operationalizing newly developed information management systems and analytical tools to meet the increasing technical and operational demands of the Education Section and the wider Education Sector.
Duties and Responsibilities: The Education Officer (Systems Knowledge Management) will be responsible for a variety of tasks, including: supporting the operationalization of TREF-related data procedures and requirements; processing data for payments under TREF, particularly for teachers; upgrading and managing UNICEF’s child-level data management system for out-of-school children, which includes developing related dashboards; providing training and daily support to UNICEF’s partners and focal points on data management systems and reporting tools; managing data, information, and knowledge generated by the Education Section and the Education Sector; enhancing and maintaining the beneficiary monitoring and assessment (BMA) system; developing and maintaining dashboards to track results achieved in both formal and non-formal education; creating data collection tools as needed; and supporting the development of indicators and monitoring plans to ensure regular monitoring of reporting and results.
Required Qualifications: Candidates must possess strong analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders. Proficiency in data management and information systems is essential, along with experience in education programming and knowledge management. Familiarity with UNICEF’s policies and procedures, as well as a commitment to the organization’s mission and values, is also required. The ideal candidate should demonstrate a proactive approach to problem-solving and possess excellent communication skills to effectively convey complex information to diverse audiences.
Educational Background: A bachelor’s degree in education, social sciences, information management, or a related field is required. A master’s degree in a relevant discipline is preferred and may be considered an asset. Candidates should have a solid understanding of education systems and data management practices, as well as familiarity with monitoring and evaluation frameworks.
Experience: Candidates should have at least 2-3 years of relevant professional experience in education programming, data management, or knowledge management. Experience working in emergency contexts or with international organizations, particularly in the education sector, is highly desirable. Proven experience in developing and implementing data management systems and analytical tools is also essential for this role.
Languages: Fluency in English is mandatory, while proficiency in Arabic is highly desirable. Knowledge of French or other languages may be considered an asset, depending on the specific needs of the position and the context in which UNICEF operates.
Additional Notes: This is a national UN Volunteer assignment based in Beirut, Lebanon. The UN Volunteer will be responsible for arranging their own housing and living essentials.
