Job Overview:
The Programme Officer Population Change & Data (PCD) will play a pivotal role in supporting UNFPA's Population Change and Data portfolio in Punjab, Pakistan. This position involves day-to-day coordination and technical follow-up with various government entities, including the Planning & Development Board and the Provincial Bureau of Statistics. The officer will be responsible for advancing the Data for Development (D4D) initiative, focusing on data governance, population statistics, and the establishment of provincial knowledge hubs. The role emphasizes evidence-based planning and data-driven policy reforms to align with provincial development priorities and Sustainable Development Goals (SDGs).

Duties and Responsibilities:
  • Strengthen Provincial Data Systems and PCD Implementation: Provide technical assistance to integrate population dynamics into provincial planning and policy formulation, support the modernization of statistical systems, and facilitate the establishment of a Provincial Knowledge Hub.
  • Support Sustainable Development Goals (SDG) Implementation: Collaborate with various stakeholders to enhance evidence generation for SDG monitoring, integrate demographic data into reporting tools, and promote coherence between SDG indicators and provincial strategies.
  • Strengthen Civil Registration and Vital Statistics (CRVS): Coordinate efforts to improve CRVS systems and assist government partners in enhancing registration processes.
  • Implement the Data for Development Initiative: Oversee the roll-out of D4D pillars at the provincial level, ensuring alignment with UNFPA's Country Programme Document.
  • Facilitate High-Level Coordination and Partnerships: Act as the liaison with UNFPA partners and promote multi-sectoral engagement in governance discussions.
  • Generate and Disseminate Knowledge Products: Support the production of analytical reports and facilitate collaborative research.
  • Reporting and Programme Management: Assist in developing workplans and monitoring frameworks, ensuring timely implementation of programme activities and reporting on CPD indicators.

Required Qualifications:
Candidates must possess a strong understanding of population dynamics, data governance, and evidence-based planning. They should have excellent communication and advocacy skills, with the ability to engage with various stakeholders effectively. A demonstrated commitment to the values of the United Nations and the ability to work in diverse cultural settings are essential. Candidates should also have experience in project management and coordination, particularly in the context of development initiatives.

Educational Background:
A master's degree in social sciences, public health, statistics, or a related field is required. Candidates with additional certifications or training in data analysis, population studies, or related disciplines will be preferred. A strong academic background that demonstrates analytical and strategic thinking is essential for this role.

Experience:
The ideal candidate should have at least 3-5 years of relevant experience in population data management, statistical analysis, or related fields. Experience working with government agencies, international organizations, or NGOs in a development context is highly desirable. Familiarity with the Sustainable Development Goals and experience in capacity building for government institutions will be advantageous.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.

Additional Notes:
This position is a national UNV assignment, and the selected volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 is provided monthly to cover living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service.
