Job Overview:
The Livelihood and Economic Recovery Specialist will play a pivotal role in supporting the Peace Support Facility (PSF) in Ethiopia, particularly in conflict-affected areas such as Tigray, Amhara, and Afar. This position involves facilitating area-based assessments and action planning processes that translate local recovery priorities into actionable plans. The specialist will work closely with government authorities and local communities to design and implement economic recovery strategies that are aligned with stabilization objectives. The role requires a strong focus on participatory planning, ensuring that recovery actions are inclusive and conflict-sensitive. The specialist will also be responsible for monitoring and evaluating the effectiveness of interventions, capturing lessons learned, and contributing to knowledge management efforts within the PSF.

Duties and Responsibilities:
The Livelihood and Economic Recovery Specialist will have a comprehensive set of responsibilities, including:
  • Supporting area-based economic recovery assessments in collaboration with local authorities.
  • Leading data collection and analysis related to local economic conditions and vulnerable populations.
  • Facilitating consultations with community representatives to identify recovery priorities.
  • Drafting Integrated Woreda Action Plans (iWAPs) focused on livelihoods and economic recovery.
  • Providing technical guidance to ensure that plans are realistic and implementable.
  • Supporting the implementation of livelihood interventions and monitoring progress.
  • Documenting key findings and lessons learned to inform future planning.
  • Contributing to knowledge products and reports on livelihoods and economic recovery.
  • Providing cross-cutting technical support across PSF programme areas to ensure integrated planning and implementation.

Required Qualifications:
Candidates must possess strong analytical and planning skills, with a proven ability to work collaboratively with diverse stakeholders. Experience in economic recovery, livelihoods programming, and participatory planning processes is essential. The ideal candidate should demonstrate a deep understanding of conflict-sensitive approaches and have a track record of successful project implementation in similar contexts. Strong communication and facilitation skills are required, along with the ability to adapt to changing circumstances and work under pressure.

Educational Background:
A master's degree in economics, development studies, social sciences, or a related field is required. Candidates with a bachelor's degree combined with extensive relevant experience may also be considered. Additional training in project management, conflict resolution, or community development is advantageous.

Experience:
A minimum of 5 years of relevant professional experience in economic recovery, livelihoods programming, or related fields is required. Experience working in conflict-affected areas, particularly in Ethiopia or similar contexts, is highly desirable. Proven experience in conducting assessments, facilitating participatory planning processes, and implementing recovery interventions is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages, particularly Tigrinya, is an asset and will enhance communication with local communities and stakeholders.

Additional Notes:
This position is based in Mekelle, with regular travel to Tigray and occasional travel to Addis Ababa and other regions. The role may require flexibility in working hours and the ability to adapt to the dynamic context of recovery efforts in Ethiopia. National UN Volunteers are expected to arrange their own housing and living essentials, and the position may involve a mix of fieldwork and office-based tasks.
