Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">Security Operations Centre (SOC) Operator plays a crucial role in ensuring the safety and security of personnel, premises, assets, and operations for various organizations under the United Nations Security Management System (UNSMS). This position involves monitoring and coordinating communications through the security communications system (SCS) across operational areas. The SOC Operator is expected to respond to urgent calls for assistance, providing timely and calm communication to UNSMS personnel and others in need. The role is dynamic and can be fast-paced, requiring the operator to manage multiple tasks effectively while maintaining a high level of professionalism. The selected candidate will gain valuable experience working in a multicultural environment, enhancing their skills in crisis management and emergency response.

Duties and Responsibilities:
The SOC Operator's key responsibilities include:
  • Information gathering and sharing security information products, providing statistical data on security incidents, coordinating the dissemination of security threat information, translating information from national languages to English, and assisting in the preparation of reports on security incidents.
  • Operating and checking security communication tools, conducting regular radio checks, maintaining records of communications equipment, and ensuring effective operation of all communication devices.
  • Managing emergency and crisis operations by maintaining contact details of emergency services, directing personnel during security incidents, and assisting in the activation of the warden system.
  • Coordinating the UN ID card program by issuing ID cards for UN personnel and dependents.
  • Providing administrative and technical support to the FSA and performing other related duties as required by the Designated Official and UNDSS. The incumbent is expected to adapt to changing situations and contribute to the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess secondary education or a university degree (Bachelor’s degree) in management, administration, communication engineering, social sciences, international relations, or other relevant fields. Knowledge of computer-based tools such as MS Office and experience with web and smartphone applications are essential. Candidates should demonstrate effective communication skills, both written and verbal, and the ability to manage communications internally and externally. Additionally, candidates should have the ability to provide feedback on program performance and manage risks effectively.

Educational Background:
A secondary education is required, while a university degree (Bachelor’s degree) in relevant fields will be considered an advantage. Candidates with a background in management, administration, communication engineering, social sciences, or international relations are preferred, but not mandatory.

Experience:
Candidates should have a minimum of 4 years of administrative, clerical, interpreting, or emergency communication experience if they possess a high school diploma, or at least 1 year of relevant experience if they hold a bachelor’s degree. Experience working within the UN system, international NGOs, or national non-governmental organizations is desirable. Familiarity with radio, satellite, and web-based communications is an asset.

Languages:
Excellent command of the English language, both written and spoken, is required. Proficiency in Kyrgyz and Russian is also mandatory, as these languages are essential for effective communication within the operational context.
