Job Overview:
The consultancy aims to conduct an evaluation of the Government of Kyrgyzstan/UNFPA Country Programme for the period 2023-202
  • The evaluation will provide an independent assessment of the 5th Country Programme regarding its relevance, coherence, effectiveness, efficiency, and sustainability. The evaluation team will consist of four experts, including an International Consultant, two National Consultants, and a Young Emerging Evaluator (YEE). The International Consultant will lead the evaluation, ensuring the quality of deliverables and coordinating the team’s efforts. The evaluation will assess the availability and integration of essential sexual and reproductive health (SRH), gender-based violence (GBV) services, and the impact of interventions aimed at transforming discriminatory gender norms. The evaluation will also contribute to the methodological design and data collection processes, ensuring that the findings inform the next programme cycle effectively.

Duties and Responsibilities:
The Evaluation Team Leader will be responsible for the overall design and implementation of the evaluation, ensuring timely submission of deliverables. The National Quality Services and Social Accountability Expert will assess the quality of SRH and GBV services and contribute to the evaluation methodology. The Policy, Institutions, and Strategic Engagement Expert will evaluate the institutionalization of laws related to SRHR and assess strategic partnerships. The Young Emerging Evaluator will support all phases of the evaluation, including methodology development, data collection, and analysis. Each team member will conduct document reviews, interviews, and group discussions with stakeholders, contributing to the evaluation deliverables in their respective areas of expertise. The evaluation will involve field missions to various regions in Kyrgyzstan, including Issyk-Kul, Osh, and Batken oblasts.

Required Qualifications:
Candidates must possess a Master’s degree in public health, medicine, health economics, epidemiology, social sciences, or a related field. A minimum of 5-7 years of experience in conducting evaluations, assessments, or research studies in international development is required. Candidates should have substantive knowledge in areas such as maternal health, gender equality, and gender-based violence. Strong analytical and problem-solving skills, excellent interpersonal and communication abilities, and experience working in multidisciplinary teams are essential. Familiarity with UNFPA’s mandates and activities is an advantage. Fluency in English and Russian is mandatory, while knowledge of Kyrgyz is an asset.

Educational Background:
A Master’s degree in relevant fields such as public health, medicine, health economics, epidemiology, biostatistics, social sciences, or women/gender studies is required for all positions within the evaluation team. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to conduct a comprehensive evaluation of the Country Programme.

Experience:
Candidates should have 5-7 years of relevant experience in conducting evaluations, reviews, assessments, or research studies in the field of international development. This experience should include working on projects related to sexual and reproductive health, gender-based violence, and gender equality, demonstrating a solid understanding of the national development context of Kyrgyzstan.

Languages:
Fluency in written and spoken English and Russian is mandatory for all positions. Knowledge of Kyrgyz is considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.

Additional Notes:
The consultancy is expected to run from 25 March to 31 July 2026, with specific working days allocated for each consultant. The International Consultant will work for 50 non-consecutive days, while National Consultants and the Young Emerging Evaluator will each work for 35 non-consecutive days. Deliverables must be submitted electronically in English, and payments will be based on the approval of deliverables. The evaluation will be managed by the CPE manager at UNFPA Kyrgyzstan CO, with support from the UNFPA Eastern Europe and Central Asia Regional Office. The consultant must have their own laptop and ensure a reliable internet connection when working remotely.
