Job Overview: The National Press and Public Information Officer will play a crucial role in supporting the OSCE Programme Office in Bishkek by managing operational aspects of press and public information. This includes monitoring and analyzing the regional media landscape, preparing updates and briefings on developments relevant to the POiB’s mandate, and assisting in public relations and media engagement. The officer will work closely with the Head of Programme Office (HoPO) and Deputy Head of Programme Office (DHoPO) to ensure effective communication strategies are implemented. The position requires a proactive approach to enhance the visibility of the Mission through coherent messaging and effective outreach, both in-person and through digital channels. The officer will also represent the POiB to the public when authorized, exercising sound professional judgment in communication-related matters.
Duties and Responsibilities: The successful candidate will be responsible for a variety of tasks, including monitoring daily media developments relevant to the POiB’s mandate, providing briefings and presentations, translating written materials, and conducting media analyses. They will assist in managing content across POiB communication channels, including social media and the website, and contribute to the development of communication materials such as articles and visual content. The officer will organize press events, coordinate media engagements, draft press releases, and maintain a database of key media contacts. They will also support outreach activities with universities and stakeholders, prepare presentations, and assist in identifying communication opportunities. The role requires collaboration with various internal and external stakeholders to enhance the visibility of POiB activities and respond to emerging communication needs.
Required Qualifications: Candidates must possess a first-level university degree in journalism, media studies, international relations, or a related field. A minimum of two years of working experience in media and/or communication fields is required, with at least one year of supervisory experience preferred. Candidates should have excellent knowledge of communications, social media, digital communications, and media relations. Proficiency in Microsoft Office applications and practical experience with multimedia tools such as Canva is desired. Demonstrated gender awareness and sensitivity, as well as the ability to work as part of a diverse team, are essential. Strong oral and written communication skills in English and Russian/Kyrgyz are mandatory, with a willingness to learn additional languages.
Educational Background: The position requires a bachelor's degree, specifically a first-level university degree or equivalent in a relevant field such as journalism, media studies, or international relations. This educational background is essential for understanding the complexities of media relations and public communication within an international context.
Experience: The ideal candidate should have at least two years of relevant experience in media and communication, with a preference for experience in an international environment. Additionally, candidates should have at least one year of supervisory experience, demonstrating their ability to lead and manage communication efforts effectively.
Languages: Fluency in English and Russian/Kyrgyz is mandatory for this position. Candidates should possess excellent oral and written communication skills in these languages, with a demonstrated willingness and ability to learn additional languages being advantageous.
Additional Notes: This position is a full-time contracted role with a monthly remuneration of 1569.42 Euro, subject to social security deductions. The OSCE provides social benefits, including participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The contract is expected to last for two years, with the possibility of extension based on performance and organizational needs.
