Job Overview: The position of Consultant for Gender Sensitivity Training is integral to the OSCE's efforts in enhancing gender equality within the Kyrgyz Parliament. The consultant will be responsible for designing and delivering a two-day training program aimed at Members of Parliament and parliamentary staff, focusing on gender mainstreaming and budgeting processes. This role requires a deep understanding of the Parliamentary Gender Plan and relevant legislation, as well as the ability to effectively communicate and collaborate with parliamentary staff. The training is scheduled for the end of May 2026, and the consultant will play a crucial role in ensuring that the training is interactive and impactful, ultimately contributing to the effectiveness of parliamentary operations in relation to gender sensitivity.
Duties and Responsibilities: The successful candidate will undertake several key responsibilities, including:
Designing and delivering capacity-building training sessions for Members of Parliament and parliamentary staff on topics related to gender equality, gender mainstreaming, and gender budgeting.
Ensuring effective communication with the parliamentary staff responsible for organizing the training activities.
Preparing interim and final reports in accordance with the OSCE reporting template, detailing the outcomes and outputs of the training sessions.
Developing training content, materials, hand-outs, and an agenda that aligns with the needs of the Parliament and the POiB.
Conducting training sessions in an interactive format to engage participants effectively.
Compiling a list of participants and conducting pre- and post-tests to evaluate the training's effectiveness.
Submitting all developed materials and reports to the parliamentary staff in a timely manner.
Performing any other related duties as assigned by the National Democratic Institutions Officer.
Required Qualifications: Candidates must possess a university degree in fields such as Law, Politics, Social Sciences, Education, Gender Studies, International Relations, or Media. Additionally, a minimum of three years of professional experience in areas related to human rights, democratization, gender issues, law, and political affairs is required. At least one year of experience in designing and implementing training programs focused on enhancing gender sensitivity and facilitating multi-stakeholder engagement is essential. Candidates should demonstrate a strong understanding of democratic governance, civic participation, and the socio-political context of Kyrgyzstan. Strong analytical, critical thinking, presentation, and reporting skills are necessary, along with the ability to manage intensive workloads and maintain effective communication with diverse teams.
