Job Overview:
The National Project Officer position is located within the Politico-Military Department (PMD) of the OSCE Programme Office in Bishkek. This role is crucial for the successful implementation and administration of the project aimed at improving the life-management capacity of small arms and light weapons (SALW) and conventional ammunition (CA) for the Ministry of Defence of the Kyrgyz Republic. The project is funded through extra-budgetary resources and is expected to last four years, from January 2023 to December 202
  • The National Project Officer will work with limited supervision and substantial independence, providing technical advice on project implementation modalities and coordinating programmatic activities in collaboration with other OSCE structures and external partners. The role involves managing, coordinating, and monitoring project activities, ensuring that deliverables are met, and facilitating communication between various stakeholders.

Duties and Responsibilities:
The National Project Officer will be responsible for a range of tasks, including: selecting, interpreting, organizing, and summarizing background information relevant to the project; leading the implementation, monitoring, and evaluation of project activities; defining implementation modalities and forecasting expenditures; conducting fundraising activities; systematically monitoring project implementation through discussions, correspondence, field visits, and analysis of progress reports; appraising and adjusting project outputs to ensure alignment with national and regional priorities; exchanging information and negotiating with national stakeholders and donor agencies; and representing the project at coordination meetings, workshops, and other relevant events. The officer will also provide guidance on programmatic matters and collaborate with internal and external partners to ensure the project's success.

Required Qualifications:
Candidates must possess a first-level university degree in military studies, law, political science, strategic security studies, or another security-related field. A minimum of four years of professional experience in security sector and politico-military affairs is required, with a mandatory background in military, police, or customs service. Additionally, candidates should have at least two years of supervisory experience and demonstrated progressively responsible experience in project management, particularly in managing complex projects. The ability to develop, implement, and evaluate policies and projects related to SALW and CA is essential, along with experience in relationship-building, coordination, negotiation, and liaison with various stakeholders, including national authorities and the international community. Strong analytical skills and excellent oral and written communication abilities in local languages (Russian/Kyrgyz) and working knowledge of English are also necessary.

Educational Background:
The educational requirement for this position is a first-level university degree, which can be in military studies, law, political science, strategic security studies, or another relevant security-related field. This educational background is crucial for understanding the complexities of security issues and the political-military landscape in which the OSCE operates.

Experience:

Additional Notes:
The position is a fixed-term contract at the National Professional level (NP2) and is full-time. The monthly remuneration is set at 1818.92 Euro, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at step 1 of the OSCE salary scale, but in exceptional cases, an initial appointment at up to Step 3 may be considered based on relevant experience or higher previous remuneration.
