Job Overview: The Consultant for the Green Economy Development Programme will play a crucial role in supporting Kyrgyzstan's implementation of its national Green Economy Development Programme for 2025-202
This position involves collaborating with various stakeholders, including government agencies, private sector representatives, and civil society organizations, to develop strategies and approaches for the effective execution of the Programme. The consultant will be responsible for conducting consultative meetings, preparing reports, and developing training programs aimed at enhancing the capacity of local stakeholders in green economy principles and sustainable development. The role requires a deep understanding of the local context and the ability to engage effectively with diverse groups to promote sustainable practices and policies.
Duties and Responsibilities: The successful candidate will be tasked with several key responsibilities, including:
Collaborating with the Green Economy and Tourism Sector and the Department for Strategic Development to develop strategies for implementing the national Programme.
Conducting consultative meetings with representatives of key government agencies and stakeholders to gather insights and foster collaboration.
Preparing interim and final reports using the OSCE reporting template to document progress and outcomes.
Developing a comprehensive training programme and modules for training sessions and seminars in the regions, including preparing presentation materials.
Conducting desk reviews and research on green economy principles, sustainable finance, and sustainable tourism.
Developing surveys and feedback forms to evaluate training sessions and conducting training sessions on green economy modelling and project verification.
Undertaking analytical research specific to the development of mountain regions and sustainable practices, providing technical guidance, and making recommendations for promoting green economy initiatives.
Ensuring that all deliverables, including reports and training materials, are submitted in a timely manner and meet the required standards.
Required Qualifications: Candidates must possess a university degree in Environmental Economics, Economics, Agriculture, Environmental Management, Sustainable Development, or related fields. A minimum of three years of relevant working experience in agriculture, green finance, sustainable development, or environmental protection is required. Candidates should have a solid understanding of the social, economic, agricultural, and political landscape in Kyrgyzstan, along with demonstrated knowledge of national green economy policies and institutional frameworks. Excellent analytical and writing skills are essential, as is experience in conducting training sessions and facilitating stakeholder engagement. Previous collaboration with international experts and organizations, as well as experience working with local entrepreneurs and administration officials, will be considered an asset.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Environmental Economics, Sustainable Development, or Environmental Management. This educational foundation is crucial for understanding the complexities of green economy principles and their application in Kyrgyzstan's context.
Experience: The position requires at least three years of professional experience in fields related to agriculture, green finance, sustainable development, or environmental protection. Candidates should have a proven track record of conducting research, data collection, and analysis, as well as experience in training and stakeholder engagement. Familiarity with the local context and previous experience working with government agencies and civil society organizations will be advantageous.
Languages: Professional fluency in Russian and Kyrgyz, both oral and written, is mandatory for this position. Knowledge of additional languages may be considered an asset, but the primary requirement is proficiency in these two languages to effectively communicate with stakeholders and conduct training sessions.
Additional Notes: This position is offered under a Special Service Agreement (SSA) contract type, with no specific grade assigned.
