Job Overview: The position involves conducting an evaluation of the Government of Kyrgyzstan/UNFPA Country Programme for the period 2023-202
The primary objective is to provide an independent assessment of the 5th Country Programme regarding its relevance, coherence, effectiveness, efficiency, and sustainability. The evaluation will broaden the evidence base to inform the design of the next programme cycle. The evaluation team will consist of four experts, including an International Consultant, two National Consultants, and a Young Emerging Evaluator (YEE). The Evaluation Team Leader will be responsible for the overall design and implementation of the evaluation, ensuring the quality of all deliverables. The role requires collaboration with various stakeholders, including government officials and UNFPA staff, to assess the impact of interventions aimed at transforming discriminatory gender and social norms and empowering women and youth to exercise their reproductive rights.
Duties and Responsibilities: The Evaluation Team Leader will oversee the evaluation process, ensuring timely submission of deliverables and leading the coordination of the evaluation team. Responsibilities include developing the evaluation methodology, conducting document reviews, and facilitating interviews and group discussions with stakeholders. The National Quality Services and Social Accountability Expert will assess the availability and integration of essential services for marginalized populations, while the Policy, Institutions, and Strategic Engagement Expert will evaluate the institutionalization of laws and financial frameworks related to SRHR, HIV, and GBV services. The Young Emerging Evaluator will support all phases of the evaluation, including data collection and analysis, and assist in disseminating evaluation results. The team will work closely with the CPE manager and the evaluation reference group throughout the evaluation process.
Required Qualifications: Candidates must possess a Master's degree in relevant fields such as women/gender studies, human rightslaw, social sciences, development studies, demography, or statistics. A minimum of 5-7 years of experience in evaluations, assessments, or M&E work in international development is required. Candidates should have substantive knowledge of policy work and strategic engagement, particularly in evaluating normative and policy-level interventions related to SRH and GBV. Strong analytical and problem-solving skills, excellent interpersonal and communication abilities, and familiarity with the national development context of Kyrgyzstan are essential. Fluency in English and Russian is mandatory, while knowledge of Kyrgyz is an asset.
Educational Background: A Master's degree in women/gender studies, human rights law, social sciences, development studies, demography, or a related field is required for the position. This educational background is crucial for understanding the complexities of the evaluation process and the socio-political context in which the UNFPA operates in Kyrgyzstan.
Experience: Candidates should have 5-7 years of relevant experience in conducting evaluations, reviews, assessments, or research studies in the field of international development. Experience in monitoring and evaluation work, particularly in the context of SRH and GBV, is highly desirable. The ability to work with multidisciplinary teams and a proven track record of evaluating policy-level interventions are also important.
Languages: Fluency in written and spoken English and Russian is mandatory for this position. Knowledge of Kyrgyz is considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: The consultancy is expected to last from March 25 to July 31, 2026, with specific working days allocated for each consultant. The International Consultant will have 50 non-consecutive working days, while the National Consultants and Young Emerging Evaluator will each have 35 non-consecutive working days. Deliverables must be submitted electronically in English, and payments will be based on the approval of deliverables. The consultant must have their own laptop and ensure a reliable internet connection when working remotely.
