Job Overview:
The Digital Specialist position is a critical role within the World Bank's Digital and AI Vice Presidency, focusing on supporting digital transformation initiatives in the Europe and Central Asia (ECA) region. The specialist will be responsible for engaging with client countries, particularly in Central Asia, to design, prepare, and implement digital development programs that enhance digital infrastructure, promote digital skills, and foster innovation in the IT sector. This role requires a strategic approach to advising clients on best practices and policy frameworks that facilitate the growth of digital economies. The Digital Specialist will also contribute to the operationalization of the Digital Global Challenge Program and support various sectors in leveraging digital technologies to improve public service delivery and efficiency. The position demands a proactive engagement with stakeholders and a commitment to advancing the World Bank's mission of promoting inclusive and sustainable growth through digital solutions.

Duties and Responsibilities:
The Digital Specialist will undertake a variety of responsibilities, including:
  • Designing and implementing World Bank Group financed digital development programs, focusing on green digital connectivity infrastructure through Public Private Partnerships (PPPs).
  • Advising clients on strategies and best practices for developing their digital economies, including technical assistance and policy framework design.
  • Providing technical expertise on digital and AI policy issues to enhance competition and investment in the telecom sector.
  • Supporting the digitization of public administration and services, including data-driven service delivery and safeguards like digital identification and cybersecurity.
  • Collaborating with colleagues across sectors to leverage digital technologies for improved service delivery and innovation.
  • Developing innovative solutions to complex policy and operational challenges in telecommunications and the digital economy.
  • Acting as a liaison for the Digital and AI GP, engaging in policy dialogue with senior officials and coordinating with development partners.
  • Preparing publications on best practices in digital policy and regulation.
  • Conducting economic and financial analyses to inform project designs and financing plans. 1
  • Representing the Digital and AI GP at sectoral forums and events, fostering partnerships with external stakeholders.

Required Qualifications:
Candidates must possess a Master's degree in telecommunications, engineering, computer science, law, economics, public policy, or a related field, along with a minimum of 5 years of relevant experience in ICT/Digital Economy policy and regulation or project design and implementation. The ideal candidate will demonstrate excellent conceptual and analytical skills, with a strategic mindset regarding the role of digital technologies in socio-economic development. Strong technical and operational skills are essential, evidenced by a successful track record in project operations within the Bank or similar entities. A firm understanding of digital technology trends and their implications for development in Central Asia is crucial, along with expertise in telecommunications, digital payments, or data exchange.

Educational Background:
A Master's degree in a relevant field such as telecommunications, engineering, computer science, law, economics, or public policy is required. This educational background should be complemented by substantial experience in the ICT or digital economy sectors, particularly in policy and regulatory frameworks.

Experience:
The position requires at least 5 years of professional experience in ICT/Digital Economy policy and regulation, project design, and implementation. Candidates should have a proven ability to engage with clients and stakeholders effectively, demonstrating strong problem-solving skills and a results-oriented approach. Prior experience in Central Asia and familiarity with regional sector issues will be considered advantageous.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Knowledge of Russian and/or Uzbek is highly desirable, as it will facilitate engagement with local stakeholders and enhance the effectiveness of communication in the region.

This position is a local recruitment opportunity with a term duration of 4 years. The role is based in either Tashkent, Uzbekistan, or Bishkek, Kyrgyz Republic, as determined by management.
