Job Overview: The Programme Officer (Peace and Recovery) will be responsible for managing, coordinating, and overseeing the activities of the Transition and Recovery Unit (TRU) in IOM Ukraine. This role involves maintaining and building the capacity of the unit’s personnel, liaising with relevant partners, government officials, and donors, and effectively implementing projects and project activities within the unit’s field. The successful candidate will provide strategic direction for the unit’s development, which encompasses three main programmes: Community Participation and Cohesion, Peace, security" style="border-bottom: 1px dotted #007bff !important;">Security and Human Rights, and Veterans’ Reintegration. The thematic areas of work include community stabilization, durable solutions, early recovery, violence prevention, peacebuilding, reintegration of ex-combatants, and inclusion of displaced populations in democratic processes. The Programme Officer will also oversee the effective development and implementation of TRU by exercising administrative, operational, and financial management responsibility for relevant projects, ensuring compliance with IOM’s organizational policies and donor requirements.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer include overseeing the effective development and implementation of TRU, providing operational management and guidance to national and international staff, establishing and maintaining relationships with UN Agencies, humanitarian organizations, and government officials, identifying priorities during programme implementation, ensuring timely and quality preparation of programme reports, monitoring progress against strategic objectives, overseeing the production of visibility materials, mentoring and supporting staff, coordinating the development of assessment and monitoring tools, and undertaking travel duties as required. The Programme Officer will also be responsible for ensuring programmatic coherence and strategic alignment across IOM Ukraine’s portfolio, participating in relevant donor or partner meetings, and performing other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, Development Studies, Peace and Conflict Studies, Human Rights, Public Policy, Economics, or a related field from an accredited academic institution with five years of relevant professional experience, or a University degree in the above fields with seven years of relevant professional experience. Additionally, candidates should have a minimum of five years (or seven with a Bachelor’s) of progressively responsible experience in programme management within recovery, stabilization, peacebuilding, governance, or development programming in fragile, conflict-affected or post-conflict contexts. Demonstrated experience managing multi-donor, multi-thematic programme portfolios, including strategic planning, budgeting, implementation, monitoring, and reporting is essential. Candidates should also have proven experience in programme design and resource mobilization, experience working with institutional donors, and experience liaising with government authorities and senior counterparts in complex environments.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, Development Studies, Peace and Conflict Studies, Human Rights, Public Policy, or Economics from an accredited institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. The educational qualifications should be complemented by practical experience in the field, demonstrating the application of theoretical knowledge in real-world scenarios.
Experience: Candidates are expected to have a minimum of five years of progressively responsible experience in programme management, particularly in contexts related to recovery, stabilization, peacebuilding, governance, or development programming. This experience should include managing multi-donor and multi-thematic programme portfolios, strategic planning, budgeting, implementation, monitoring, and reporting. Additionally, candidates should have experience in programme design and resource mobilization, including the development of results frameworks and donor proposals, as well as experience working with institutional donors and liaising with government authorities in politically sensitive environments.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Ukrainian is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-3 grade level, indicating a professional vacancy. The role requires international mobility, and candidates must be medically fit for appointment. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
