Job Overview:
The position of Engineer in Infrastructure is crucial for overseeing the rehabilitation of four Regional Maintenance Centers and the construction of a new Regional Maintenance Center in Madagascar. The selected candidate will be responsible for ensuring that the projects are executed efficiently and effectively, adhering to the established timelines and quality standards. This role requires a comprehensive understanding of infrastructure projects, including planning, execution, and monitoring phases. The Engineer will work closely with various stakeholders, including contractors, government officials, and community representatives, to ensure that the projects meet the needs of the local population and align with UNDP's mission of sustainable development. The Engineer will also be expected to prepare technical reports, validate administrative processes, and ensure compliance with all relevant regulations and standards throughout the project lifecycle.

Duties and Responsibilities:
  • Oversee the rehabilitation of four Regional Maintenance Centers and the construction of a new Regional Maintenance Center, ensuring adherence to project timelines and quality standards.
  • Conduct regular site visits to monitor progress and provide technical guidance to contractors and project teams.
  • Prepare and submit detailed technical reports on project status, challenges, and recommendations for improvement.
  • Collaborate with local authorities and stakeholders to ensure that the projects align with community needs and expectations.
  • Validate administrative processes related to project execution, including procurement and contract management.
  • Ensure compliance with UNDP policies and procedures, as well as local regulations and standards.
  • Facilitate communication between project teams and stakeholders to promote transparency and accountability.
  • Provide technical support and training to local staff and contractors as needed.
  • Manage project documentation and ensure that all records are maintained accurately and securely. 1
  • Participate in project evaluation and lessons learned sessions to improve future project implementations.

Required Qualifications:
  • A degree in Civil Engineering, Construction Management, or a related field.
  • Proven experience in managing infrastructure projects, preferably in a development context.
  • Strong knowledge of construction practices, project management methodologies, and relevant regulations.
  • Excellent analytical and problem-solving skills, with the ability to make sound decisions under pressure.
  • Strong communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.
  • Proficiency in project management software and tools.
  • Ability to work independently and manage multiple tasks simultaneously.

Educational Background:
A Bachelor's degree in Civil Engineering, Construction Management, or a related discipline is required. A Master's degree or additional certifications in project management or related fields would be an advantage. Continuous professional development and training in relevant areas are also encouraged to keep up with industry standards and practices.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in managing infrastructure projects, with a strong track record of successful project delivery. Experience working with international organizations, government agencies, or NGOs in a development context is highly desirable. Familiarity with UNDP's operational procedures and guidelines would be an asset.

Languages:
Fluency in French is mandatory, as the primary language of communication for this position will be French. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international stakeholders. Knowledge of local languages would be an added advantage, facilitating better engagement with local communities.

Additional Notes:
This position is for an individual contractor and is expected to last for a total of 100 calendar days, covering all activities related to the project, including technical monitoring until 90 days post-completion, final report preparation, and administrative validations.
