Job Overview:
The Development Policy Analyst position at UNFPA Philippines is designed to support the integration of evidence into national development policy and planning processes. The role involves collaborating with government institutions and development partners to generate and utilize evidence for informed decision-making. The analyst will focus on various aspects of economic and social development, including human capital investment, gender equality, and inclusive growth. A significant part of the role will involve working with the Longitudinal Cohort Study (LCS), a comprehensive study tracking Filipino adolescents over 15 years, to provide critical insights for policy dialogue and design" style="border-bottom: 1px dotted #007bff !important;">program design. The analyst will be expected to synthesize complex data into actionable policy recommendations and contribute to the preparation of policy briefs and analytical reports that inform government and partner discussions. Duties and Responsibilities:
The Development Policy Analyst will have a wide range of responsibilities, including:
  • Conducting thorough analysis and synthesis of economic, social, and development evidence to inform national development policies and planning processes.
  • Contributing policy-oriented analytical inputs that align with national development plans and sectoral strategies.
  • Supporting policy analysis related to human capital investment, including education, health, and youth transitions to work.
  • Integrating gender and equity considerations into development policy analysis and assessing differential impacts across population groups.
  • Preparing policy briefs, papers, and presentation materials for government and development partner audiences.
  • Collaborating with the Data Analyst to translate quantitative findings into policy-relevant insights.
  • Supporting the use of findings from the Longitudinal Cohort Study and other evidence sources to inform development policy analysis.
  • Providing analytical support to monitoring and evaluation of UNFPA-supported policies and programs.
  • Engaging with government planning and policy institutions to facilitate evidence-informed dialogue and coordination with development partners. 1
  • Documenting and organizing analytical outputs and evidence use supported by UNFPA, including tracking how evidence informs policies and programs.

Required Qualifications:
Candidates for the Development Policy Analyst position must possess an advanced degree in Public Health, Population Studies, Management, Demography, Development, Economics, or Public Administration. A minimum of two years of relevant work experience in these fields is required, with a preference for candidates who have experience in program/project management and development or research coordination. Familiarity with UN policies and principles is advantageous, as is experience working with government implementing partners. Strong analytical and strategic thinking skills, along with the ability to organize work effectively and meet deadlines, are essential. Candidates should demonstrate the ability to work harmoniously in a multicultural environment and possess strong negotiation skills.

Educational Background:
The educational background required for this position includes an advanced degree in a relevant field such as Public Health, Population Studies, Management, Demography, Development, Economics, or Public Administration. This advanced education is crucial for understanding the complexities of development policy and the analytical skills necessary for the role.

Experience:
The position requires at least two years of relevant work experience in fields such as Public Health, Population Studies, Management, Demography, Development, Economics, or Public Administration. Candidates with experience in program/project management, research coordination, or community-based development will be preferred. Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within UNFPA and with external partners.
