Job Overview: The Project Coordinator position is crucial for managing the e-Passport project in Palau, requiring a high degree of independence and responsibility. The incumbent will oversee day-to-day project implementation, ensuring that all activities align with project objectives, donor requirements, and IOM standards. This role involves coordinating with national authorities and technical partners, providing guidance to project staff, and ensuring adherence to IOM policies. The Project Coordinator will also act as Officer-in-Charge during the absence of the Head of Sub-Office, ensuring continuity in program implementation and effective representation of IOM at various levels. Duties and Responsibilities: The duties and responsibilities of the Project Coordinator include:
Coordinating and monitoring the implementation of the e-Passport project, ensuring timely delivery of activities and outputs.
Liaising with senior government counterparts to support assessments and planning related to electronic passport issuance systems.
Engaging with technical vendors and partners to align technical requirements with government processes.
Providing technical guidance and supervision to project staff, including task allocation and performance monitoring.
Organizing project-related meetings, workshops, and consultations with stakeholders.
Monitoring project progress, identifying risks, and proposing corrective actions.
Drafting and reviewing project correspondence and preparing reports and presentations.
Compiling and analyzing information relevant to travel document security" style="border-bottom: 1px dotted #007bff !important;">security and border management.
Maintaining effective liaison with government counterparts, donors, and other stakeholders. 1
Contributing to the development of project proposals and monitoring the work of implementing partners. 1

Required Qualifications: The required qualifications for the Project Coordinator position include:
A Bachelor’s degree in political or social sciences, international relations, development studies, migration studies, human rights, law, or related fields from an accredited institution, along with four years of relevant working experience; or a Master’s degree with two years of working experience.
Proven experience in planning, coordinating, and overseeing operational activities involving multiple stakeholders.
Strong skills in drafting, reviewing, and presenting reports and operational documentation in English.
Experience in budgeting, monitoring, and reporting, including compliance with procedures.
Demonstrated ability to coordinate with government counterparts and technical partners.
Experience in people management or supervision is an advantage.
Previous experience with international organizations or government institutions is also beneficial.
Educational Background: Candidates must possess a Bachelor’s degree in relevant fields such as political or social sciences, international relations, development studies, migration studies, human rights, law, or related disciplines. Accredited universities are those listed in the UNESCO World Higher Education Database. A Master’s degree or higher is preferred, particularly for candidates with less work experience.
Experience: Candidates should have a minimum of four years of relevant working experience for those with a Bachelor’s degree, or two years for those with a Master’s degree. Experience should include planning, coordinating, and overseeing operational activities, as well as drafting and presenting reports. Demonstrated experience in coordinating with government counterparts and managing complex projects is essential. Experience in people management or supervision is considered an advantage, as is previous work with international organizations or government institutions.
Languages: Fluency in English is mandatory, both oral and written. A working knowledge of the Palauan language is advantageous. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for 24 months. National Professional Officers must be nationals of the country of employment. The appointment will be contingent upon medical fitness certification and necessary government authorizations.
