Job Overview: The consultant will be responsible for developing a structured, practice-oriented Gender and Human Rights training course for judges in Lebanon. This course aims to enhance the quality, consistency, and fairness of judicial reasoning and decision-making in cases that involve gender and equality considerations. The consultant will work under the supervision of the UN Women Country Representative and in close coordination with the Ministry of Justice. The assignment focuses on creating a training manual and LMS-ready learning materials that support the consistent application of equality and non-discrimination principles in judicial reasoning, case management, and remedies within the Lebanese legal context. The consultant will also conduct legal analysis, draft training materials, and ensure that the course aligns with Lebanon’s international obligations regarding gender equality and human rights.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Designing the overall course structure and pedagogy to ensure a coherent, modular, and practice-oriented learning pathway suitable for judges and LMS-based delivery.
Leading the Lebanon-specific legal analysis, applying international human rights standards within the Lebanese constitutional, statutory, and jurisprudential framework.
Drafting the core Gender and Human Rights training manual for judges, ensuring accuracy, clarity, and relevance to judicial practice.
Ensuring coherence, consistency, and an appropriate judicial tone across all course modules and learning materials.
Coordinating closely with the Ministry of Justice, judges, and relevant judicial training stakeholders to ensure institutional relevance and ownership.
Preparing instructional visuals and reference materials aligned with the course modules and developing at least three short educational videos suitable for self-paced LMS delivery.
Facilitating a validation process with judges and judicial training stakeholders and revising materials based on feedback to ensure legal accuracy and usability.
Required Qualifications: The position requires an advanced university degree (master’s or higher) in Law, focusing on public law, constitutional law, electoral law, or a closely related field. Demonstrated expertise or specialization in constitutional or electoral law is an asset. Candidates must have a minimum of 10 years of progressively responsible professional experience in law, with demonstrated expertise in Lebanese public law, judicial practice, or related legal fields. Familiarity with the Lebanese legal system is essential. Proven experience working with or within judicial institutions, including engagement with judges, courts, judicial training bodies, or legal education programs, is desirable. Candidates should have demonstrated experience in developing legal manuals, training curricula, procedural guides, or reference tools for legal or judicial audiences. Additionally, candidates must have the ability to integrate principles of equality, non-discrimination, and human rights into legal analysis and judicial training.
Educational Background: Candidates must possess an advanced university degree (master’s or higher) in Law, with a focus on public law, constitutional law, electoral law, or a closely related field. Specialization in constitutional or electoral law is considered an asset, enhancing the candidate's qualifications for the role.
Experience: The position requires a minimum of 10 years of progressively responsible professional experience in law, with a strong emphasis on expertise in Lebanese public law, judicial practice, or related legal fields. Candidates should have a solid understanding of the Lebanese legal system and proven experience working with judicial institutions, including judges and courts. Experience in developing legal training materials and curricula is also essential.
Languages: Fluency in both English and Arabic is required for this position. Candidates must possess excellent legal drafting skills in Arabic and the ability to prepare concise working documents or summaries in English, which is desirable but not mandatory.
Additional Notes: This is a home-based consultancy position, and no official travel is anticipated unless otherwise agreed in writing with UN Women. The consultant will be expected to deliver high-quality outputs within set timelines, and all deliverables must be submitted in Arabic, with an English executive summary potentially requested for internal or donor reporting. The consultancy will follow a structured payment schedule based on the completion of specific deliverables, ensuring accountability and timely progress.
