UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund (WPHF), which collaborates with various stakeholders to mobilize resources and implement funding mechanisms for women-led initiatives in peacebuilding and humanitarian response.

Job Overview:
The Programme Coordinator will play a crucial role in coordinating the WPHF regular funding cycle portfolio across multiple regions, including Africa, the Middle East, Asia-Pacific, Europe, and Latin America-Caribbean. This position involves managing relationships with national and international partners and stakeholders, overseeing monitoring and reporting processes, and ensuring effective knowledge production and management within the portfolio. The Programme Coordinator will work under the direct supervision of the Deputy Head of the WPHF Secretariat and will be responsible for leading the technical review of proposals, ensuring alignment with WPHF’s mandate, and coordinating the annual workplan for the RFC team. The role also includes supporting partnerships and resource mobilization efforts, advocating for knowledge building and management, and managing financial resources while supervising staff.

Duties and Responsibilities:
  • Coordinate the Regular WPHF Regular Funding Cycle (RFC) globally, including specific portfolios focused on forcibly displaced women, food security, and climate security. This includes leading the technical review of proposals, ensuring alignment with WPHF’s priorities, and managing the overall RFC Programme/Portfolio development and implementation.
  • Monitor and report on the UN Management Entities, gathering necessary information for effective monitoring and reporting on programmes and projects from planning to evaluation stages. This includes leading the monitoring of capacity strengthening projects and reviewing financial deliveries in alignment with operational manuals.
  • Support partnerships and resource mobilization by providing substantive inputs to briefs and strategies, participating in donor meetings, and collaborating with the partnerships team to implement resource mobilization strategies.
  • Advocate for knowledge building and management by documenting programme implementation processes, contributing to communications and knowledge products, and organizing WPHF events.
  • Manage financial resources and supervise staff, including reviewing performance, guiding team members, and overseeing budget revisions and expenditure tracking. The incumbent will also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Candidates should demonstrate good programme formulation, implementation, monitoring, and evaluation skills, as well as strong budget and finance skills. Knowledge of Results Based Management and the ability to gather and interpret data effectively are also essential.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus.

Experience:
Candidates should have at least 5 years of progressively responsible experience at the national or international level, specifically working on issues related to women, peace, and security. This includes experience in managing complex programme interventions, preferably in the context of women, peace, and security. Experience in grant-making to civil society organizations and in coordinating, implementing, monitoring, and evaluating development programmes is also required. Additionally, experience in leading and coaching staff in international settings is essential.

Languages:
Fluency in English is mandatory for this position. A working knowledge of French or Spanish is required, while proficiency in another official UN language (such as Arabic, Russian, or Spanish) is desirable.

Additional Notes:
The Programme Coordinator will lead a team of at least two P2 staff members and one consultant. The position may involve full-time engagement and requires adherence to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations. Selected candidates will undergo rigorous reference and background checks, including verification of academic credentials and employment history.
