Job Overview:
The Operations Analyst position at UN Women is integral to the functioning of the Women's Peace and Humanitarian Fund (WPHF). Reporting to the Operations Specialist (P3), the Operations Analyst is responsible for supporting the WPHF Secretariat in developing and implementing effective programs that align with UN Women’s rules and regulations. This role involves a combination of research, financial management, and program implementation, requiring close collaboration with various teams within UN Women, including operations, program, and project staff. The Operations Analyst will also be involved in resolving complex operational issues and facilitating the exchange of information among different offices and stakeholders. The position demands a proactive approach to ensure that all operational activities are conducted in compliance with UN Women’s policies and procedures, thereby contributing to the overall mission of promoting gender equality and women's empowerment.

Duties and Responsibilities:
  • Coordinate WPHF operations in line with UN Women policies, providing expertise and technical support to the Secretariat.
  • Assist in drafting and monitoring the annual workplan for the Operations Team.
  • Support the preparation and revision of project budgets and participate in assessments of implementing partners' capacities.
  • Implement business process mapping and establish standard operating procedures for the Operations Team.
  • Ensure compliance with corporate policies related to finance, procurement, and human resources, and provide necessary training to staff.
  • Maintain effective communication between WPHF, MPTFO, Country Offices, and Regional Offices.
  • Manage financial resources, ensuring proper controls and tracking of expenditures.
  • Facilitate recruitment processes and manage contracts for human resources.
  • Oversee procurement processes, ensuring cost-effectiveness and compliance with corporate procedures. 1
  • Manage fixed assets and coordinate asset verification activities. 1
  • Participate in inter-agency meetings to represent WPHF’s interests. 1
  • Contribute to knowledge sharing between WPHF and other offices.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in fields such as Business Administration, Public Administration, Finance, HR, social sciences, human rights, gender/women's studies, international development, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should demonstrate a strong understanding of operational, financial, and human resource management within an international context, particularly in relation to UN systems.

Educational Background:
A Master’s degree in relevant fields is required, with a first-level university degree acceptable if accompanied by additional qualifying experience. This educational background ensures that candidates have the necessary theoretical and practical knowledge to perform effectively in the role.

Experience:
A minimum of 2 years of progressively responsible experience in office management, operations, or finance within a large international or corporate organization is required. Candidates should have experience with IPSAS or IFRS, as well as proficiency in using office software and web-based management systems. Experience in the UN system is desirable, particularly familiarity with modern ERP systems such as Oracle Cloud.

Languages:
Fluency in English is mandatory, while a working knowledge of French is desirable. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is also considered an asset, enhancing the candidate's ability to communicate in a diverse international environment.
