Job Overview: The Safety and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager plays a crucial role in ensuring the safety and security of FHI 360's operations in Mozambique. This position is responsible for implementing safety and security policies, aligning them with global security risk management strategies, and ensuring program continuity in potentially high-risk environments. The incumbent will act as the principal advisor" style="border-bottom: 1px dotted #007bff !important;">security advisor to the Country Representative and will work closely with the Regional Security Manager to provide technical guidance and strategic alignment. The role requires a proactive approach to security risk management, including conducting assessments, developing security management plans, and ensuring the integration of security considerations into design" style="border-bottom: 1px dotted #007bff !important;">program design and staff movement. The Safety and Security Manager will also be responsible for training staff on safety protocols and emergency procedures, thereby promoting a culture of safety awareness within the organization.
Duties and Responsibilities: The Safety and Security Manager will be tasked with a comprehensive set of responsibilities, including but not limited to: conducting security risk assessments and providing actionable recommendations; developing and maintaining country-specific security management plans in accordance with FHI 360's global standards; establishing communication infrastructure for emergency response; overseeing physical security measures for offices and personnel; serving as a core member of the Incident Management Team (IMT) and coordinating responses to emergencies; ensuring timely reporting of security incidents; leading the development and testing of evacuation and medical emergency plans; conducting safety and security training for staff; representing FHI 360 in security coordination forums; and providing regular security updates and advisories to senior management. The role also involves maintaining incident tracking systems and producing analytical reports on security trends.
Required Qualifications: Candidates must possess a Bachelor’s degree in criminal justice, Peace & Security, International Relations, or a related field. A minimum of 5 years of experience managing security for international organizations in complex environments is required. While ASIS CPP certification is preferred, it is not mandatory. Proven experience in security training and capacity building is essential, along with strong analytical skills and the ability to develop context-specific security strategies. Experience in humanitarian operations and insecure settings, as well as prior experience with NGOs, government agencies, or private sector security roles, is highly desirable.
Educational Background: The educational background required for this position includes a Bachelor’s degree in fields such as criminal justice, Peace & Security, International Relations, or a closely related discipline. This educational foundation is critical for understanding the complexities of security management in international contexts and for developing effective strategies to mitigate risks.
Experience: The position requires a minimum of 5 years of relevant experience in managing security for international organizations, particularly in complex and potentially high-risk environments. Candidates should have a proven track record of implementing security measures, conducting risk assessments, and developing security management plans. Experience in humanitarian operations and working in insecure settings is particularly valuable, as is familiarity with the operational challenges faced by NGOs and other organizations in similar contexts.
Languages: Fluency in Portuguese is mandatory for this position, as it is essential for effective communication within the local context. Proficiency in English is highly desirable, as it facilitates communication with international stakeholders and enhances the ability to engage with global security frameworks and resources.
Additional Notes: This position is based in one of FHI 360’s offices in Mozambique, with frequent travel required across operational areas.
