Job Overview: The Gender in Humanitarian Consultant position is crucial for strengthening UN Women's response to the urgent humanitarian needs of women and girls affected by the recent floods in Mozambique. The consultant will work under the supervision of the Mozambique Country Representative (OIC) and will focus on enhancing the agency's gender coordination role within humanitarian efforts. This includes integrating gender considerations into broader humanitarian plans, supporting capacity building for stakeholders, and developing partnerships with relevant organizations, particularly those led by women. The consultant will also be responsible for mobilizing resources to support the response efforts and ensuring that gender analysis and data inform programming and advocacy initiatives. The role requires active participation in inter-agency activities, assessments, and the preparation of reports and briefings for senior management.
Duties and Responsibilities: The consultant will have a comprehensive set of responsibilities, including:
Supporting the implementation of UN Women and government response plans and strategies related to gender in humanitarian action.
Coordinating and strengthening the work of the Gender in Humanitarian Working Group (GIHA), including its plans and strategies.
Participating in relevant cluster meetings and Humanitarian Country Team (HCT) discussions to advocate for gender mainstreaming efforts.
Enhancing the capacities of key stakeholders, including UN Women staff, government officials, humanitarian stakeholders, and women-led organizations (WLOs), on gender in humanitarian action.
Contributing to inter-agency activities such as assessments, plan development, and missions, while preparing briefings and reports for senior management.
Reviewing and improving the integration of gender in key humanitarian plans, including the Humanitarian Needs Response Plan (HNRP) and cluster response plans at both national and sub-national levels.
Coordinating the collection and dissemination of gender analysis and relevant gender data to inform programming and advocacy efforts, including the preparation of monthly gender alerts and flash updates.
Strengthening partnerships and resource mobilization efforts with key stakeholders, particularly WLOs.
Documenting and sharing key knowledge products, including lessons learned and best practices from the current floods' response. 1
Preparing a policy advocacy brief that highlights challenges, gaps, and opportunities to strengthen gender considerations in humanitarian work, supporting resource mobilization initiatives.
Required Qualifications: The position requires a Master's Degree in fields such as Humanitarian Affairs, Disaster Risk Management, Conflict Management, Social Sciences, Gender Equality, Program Management, or a closely related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/program management certification would be considered an added advantage.
Educational Background: Candidates must possess a Master's Degree in relevant fields such as Humanitarian Affairs, Disaster Risk Management, Conflict Management, Social Sciences, Gender Equality, Program Management, or closely related disciplines. A first-level university degree may be accepted if accompanied by two additional years of relevant experience.
Experience: At least 5 years of experience is required, preferably in humanitarian emergencies, Disaster Risk Management, Conflict Prevention, and Gender issues. Candidates should have experience in conducting research on humanitarian programming initiatives targeting women and youth in complex and fragile contexts. Additionally, experience in designing and delivering training modules for diverse audiences is essential. Knowledge of policies and legal frameworks related to gender equality and humanitarian crises is also necessary.
Languages: Fluency in English and Portuguese is mandatory for this position. Knowledge of any other UN official language is considered an asset.
Additional Notes: The consultant will be expected to travel to flood-affected areas to support assessments, participate in relevant coordination meetings, and assist in the response efforts. Payment will be made on a monthly basis upon satisfactory delivery of services.
