Job Overview: The Senior Financial Management Specialist position is crucial for the World Bank's operations in Mozambique and the surrounding region. The role involves working closely with the Institutions Practice Manager and other team members to ensure effective financial management practices are implemented in various projects. The specialist will be responsible for conducting financial management assessments, providing implementation support, and ensuring compliance with the Bank's financial management policies. This position requires a proactive approach to problem-solving and the ability to work collaboratively with both internal and external stakeholders. The specialist will also contribute to analytical work on public financial management issues, helping to strengthen financial reporting and auditing standards in the region. The overarching goal is to improve the lives of people in Mozambique and support the country's recovery and growth post-COVID.
Duties and Responsibilities: The duties and responsibilities of the Senior Financial Management Specialist include:
Conducting financial management assessments for new projects, focusing on budgeting, internal controls, accounting, treasury, funds flow, financial reporting, and auditing arrangements.
Providing ongoing financial management implementation support, including transaction testing, reviews of financial reports, and problem-solving for existing projects.
Monitoring compliance with the Bank's financial management policies and procedures for ongoing projects.
Assessing the independence and competence of audit firms and ensuring compliance with international auditing standards.
Offering training and guidance on financial management to both external clients (borrowers and project implementing agency staff) and internal clients (Bank staff).
Leading or contributing to analytical work on public financial management, including supporting the development of professional accountancy institutions and enhancing corporate financial reporting.
Participating in country-level portfolio activities, such as Country Portfolio Performance Reviews and risk-review meetings, to ensure effective project management and oversight.
Required Qualifications: Candidates must possess a professional accounting qualification (CPA, CA, ACCA, or equivalent) and a Master's degree in accounting, public financial management, finance, or a related field. Additionally, candidates should have at least 8 years of relevant experience in fiduciary or audit assurance services, with a strong understanding of public financial management. Experience working with international development institutions or public sector audit clients is essential. Candidates should also demonstrate experience in mentoring and supervising junior staff, as well as strong communication skills in both Portuguese and English.
Educational Background: The educational background required for this position includes a Master's degree in accounting, public financial management, finance, or a related field, along with a recognized professional accounting qualification such as CPA, CA, or ACCA. This combination of education and professional certification is critical for ensuring that the candidate has the necessary knowledge and skills to perform effectively in the role.
Experience: The position requires a minimum of 8 years of directly relevant experience in providing fiduciary or audit assurance services. Candidates should have a solid understanding of public financial management, ideally gained through work with international development institutions or as an auditor for public sector clients.
