Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in supporting the WFP's Country Strategic Plan (CSP) in Mozambique. This position involves planning, coordinating, implementing, and reporting on outcome monitoring for all CSP activities and programs executed by WFP and its partners. The incumbent will work under the supervision of the M&E Officer (Team Lead) and will be expected to operate with a high degree of independence, demonstrating sound judgment in addressing operational challenges. The role requires effective specialized support and technical analyses to ensure that food assistance needs are met efficiently. The officer will also be responsible for ensuring compliance with monitoring requirements and providing technical guidance to field office teams.

Duties and Responsibilities:
  • Ensure compliance with minimum monitoring requirements, including the design and implementation of outcome and cross-cutting indicators' baselines, follow-up, and endlines, in line with organizational standards.
  • Provide technical support to field office teams on sampling methodologies, budgeting, and overall planning of outcome monitoring exercises.
  • Develop and deliver Training of Trainers (ToT) and standardized tools to enable field office teams to conduct high-quality enumerator training for outcome monitoring exercises.
  • Provide technical guidance and standardized tools for conducting first-level data quality assurance and independently conduct second-level data quality assurance in accordance with internal standards and protocols.
  • Provide training and ongoing guidance to field office teams on field supervision methodologies to ensure data quality and adherence to data collection protocols during implementation.
  • Conduct quantitative and qualitative data analysis of outcome monitoring data, ensuring methodological rigor and clarity of findings.
  • Support field office teams in findings dissemination by conducting a first-level technical review of monitoring reports and providing guidance for internal and external dissemination of findings efforts.
  • Support field office teams in drafting evidence-based actionable recommendations derived from monitoring findings and follow up on the implementation and tracking of agreed actions.
  • Ensure the values of outcome and cross-cutting indicators are accurately and timely reflected in WFP’s online monitoring and reporting tool, in compliance with internal Standard Operating Procedures. 1
  • Provide technical inputs to the design and review of the Country Strategic Plan package, including the LogFrame, Country Portfolio Needs, Other Output Plan, and Monitoring, Review and Evaluation plan. 1
  • Provide technical inputs to donor proposals and reports, as well as to corporate reporting processes (e.g., Annual Country Reports), ensuring consistency between outcome and cross-cutting monitoring results, narrative reporting, and logframes. 1
  • Triangulate outcome and cross-cutting monitoring results with Complaints and Feedback Mechanism (CFM) data to strengthen interpretation and use of findings, as required. 1
  • Provide technical support to process and output monitoring activities and contribute to evaluations as required, including data collection, analysis, and reporting. 1
  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider program policies and guidelines. 1
  • Provide specialized project management support to specific and/or defined programs to ensure that the various activities are performed within the established targets following WFP’s policies and procedures. 1
  • Prepare a range of reports and data analysis (e.g., food assistance needs, resource utilization, program status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control. 1
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g., assistance program, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and vulnerability assessments) and consistency of information presented to stakeholders. 1
  • Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities. 1
  • Coordinate and communicate with local partners, agencies, NGOs, and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance. 2
  • Support the capacity building of WFP staff, cooperating partners, and national government within the specific technical area. 2
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility. 2
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. 2
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. 2
  • Perform other relevant duties as required.

Required Qualifications:
Completion of secondary school education is required. A post-secondary certificate in the related functional area is desirable, while a university degree is considered a plus. Candidates should possess strong analytical skills, technical knowledge in monitoring and evaluation, and the ability to work collaboratively in a team environment. Familiarity with food security and vulnerability assessments is also beneficial.

Educational Background:
Candidates must have completed secondary school education. A post-secondary certificate in a related functional area is desirable, and a university degree is considered advantageous. This educational background will provide the necessary foundation for understanding the complexities of monitoring and evaluation within the humanitarian context.

Experience:
Candidates should have six or more years of progressively responsible work experience in the relevant business stream. This experience should include working with technical teams, contributing to the implementation and/or monitoring of programs, and providing inputs to policy discussions. Experience in building and maintaining relationships with external stakeholders, such as local NGOs and government authorities, is also essential.

Languages:
Fluency in both oral and written communication in Portuguese and English is mandatory. Knowledge of Mozambican local languages is desirable and would be an asset in effectively communicating with local communities and stakeholders.

This position is a Fixed Term contract at G6 level, based in Maputo, with a duration of 6 months.
