Job Overview: The Monitoring and Evaluation Officer will play a crucial role in supporting the WFP’s Country Strategic Plan (CSP) in Mozambique by enhancing the monitoring and evaluation (M&E) capacity of the Country Office. This position involves working closely with field office teams to plan, coordinate, implement, and report on process monitoring for all WFP activities and programs in Mozambique. The incumbent will be expected to operate with a high degree of independence, demonstrating sound judgment in addressing unforeseen operational challenges. The role requires effective specialized support and technical analyses to ensure that food assistance needs are met efficiently and effectively. The officer will also be responsible for ensuring compliance with monitoring requirements and optimizing resources through a risk-based monitoring approach.
Duties and Responsibilities:
Ensure compliance with minimum monitoring requirements, focusing on frequency and geographic/programmatic coverage.
Prepare annual and quarterly monitoring plans in coordination with field office teams.
Conduct joint quarterly risk analyses with field office teams to inform monitoring priorities.
Support planning and implementation of price monitoring activities in collaboration with the VAM team.
Develop and deliver Training of Trainers (ToT) for field office teams on process monitoring.
Act as a point of contact for operational queries. 2
Oversee and review the work of support staff. 2
Follow emergency preparedness practices for quick response. 2
Perform other relevant duties as required.
Required Qualifications: Completion of secondary school education is required, with a post-secondary certificate in a related functional area being desirable. A university degree in a relevant field is considered a plus. Candidates should possess strong analytical skills, the ability to communicate effectively, and a commitment to maintaining high standards in monitoring and evaluation practices. Knowledge of monitoring and evaluation systems and experience in building relationships with stakeholders are also essential qualifications for this role.
Educational Background: Candidates are required to have completed secondary school education, with a preference for those who have a post-secondary certificate in a related functional area. A university degree is advantageous and may enhance a candidate's prospects for selection. The educational background should ideally align with the responsibilities of the position, emphasizing skills in monitoring, evaluation, and data analysis.
Experience: The position requires six or more years of progressively responsible work experience in a relevant business stream. Candidates should have experience working with technical teams, contributing to the implementation and monitoring of programs, and providing input to policy discussions. Experience in collecting program data, conducting analyses, and reporting findings to stakeholders is also essential. Familiarity with monitoring and evaluation systems and the ability to build and maintain relationships with external stakeholders are critical for success in this role.
Languages: Fluency in both oral and written communication in Portuguese and English is mandatory. Knowledge of local Mozambican languages is considered desirable and may enhance communication with local stakeholders and communities.
