Job Overview: The Monitoring and Evaluation Officer position at WFP is crucial for ensuring the effective implementation of the Country Strategic Plan (CSP) in Mozambique. The incumbent will work under the supervision of the M&E Officer (Team Lead) and will be responsible for supporting field office teams in planning, tracking, and reporting on capacity strengthening initiatives and programs. This role requires a high level of independence and sound judgment to address unforeseen operational challenges. The officer will provide specialized support and technical analyses to policy and program activities, ensuring that food assistance needs are effectively met. The position involves collaboration with various stakeholders, including government counterparts, to develop monitoring frameworks and tools that align with WFP's priorities and best practices in results-based management. The officer will also be involved in training field office teams and coordinating evaluations, making this a dynamic and impactful role within the organization.
Duties and Responsibilities:
Support government counterparts in developing monitoring frameworks, indicators, and tools for national programs, ensuring alignment with WFP priorities and best practices in results-based management.
Plan, track, and report output indicators annually in WFP’s online monitoring and reporting tool, with quarterly monitoring of progress and results.
Monitor and report on WFP country capacity strengthening activities at both output and outcome levels.
Ensure timely monthly reporting of direct beneficiaries reached under capacity strengthening activities.
Coordinate mid-term reviews and decentralized evaluations, including planning, data collection, analysis, and reporting.
Support HQ’s Office of Evaluation in planning and implementing centralized evaluations.
Track and follow up on open recommendations through WFP’s Risk and Recommendation Tracking Tool.
Provide technical support to donor proposal development and corporate reporting processes. 1
Provide technical inputs to the design and review of the Country Strategic Plan package. 1
Support outcome and process monitoring activities as required. 1
Assist in the development and implementation of various activities and processes within the specific area of work. 1
Provide specialized project management support to ensure activities are performed within established targets. 1
Prepare reports and data analysis, highlighting trends and issues. 1
Ensure accurate and timely recording of data within the specific technical area of work. 1
Liaise with internal counterparts to support effective collaboration and monitoring of ongoing project activities. 1

Act as a point of contact for operational queries and problems. 2

Required Qualifications: Completion of secondary school education is required, with a post-secondary certificate in a related functional area being desirable. A university degree is considered a plus. Candidates should have a strong understanding of monitoring and evaluation principles and practices, as well as experience in developing and implementing monitoring frameworks and tools. Knowledge of results-based management is essential, along with the ability to analyze data and report findings effectively. Candidates should also demonstrate strong communication skills and the ability to work collaboratively with diverse teams and stakeholders.
Educational Background: Candidates are required to have completed secondary school education. A post-secondary certificate in a related functional area is desirable, while a university degree in a relevant field is considered advantageous. This educational background will provide the necessary foundation for understanding the complexities of monitoring and evaluation within the humanitarian context.
Experience: Candidates should possess six or more years of progressively responsible work experience in the relevant business stream. This experience should include working with technical teams, contributing to the implementation and monitoring of programs, and providing input to policy discussions. Experience in collecting program data, conducting analyses, and reporting findings to stakeholders is also necessary. Familiarity with monitoring and evaluation systems and standards is essential, as well as experience in building and maintaining relationships with external stakeholders.
Languages: Fluency in both oral and written communication in Portuguese and English is mandatory. Knowledge of Mozambican local languages is considered desirable, as it can enhance communication and collaboration with local partners and communities.
Additional Notes: This position is a Fixed Term contract at the G6 level, based in Maputo, Mozambique, with a duration of 6 months.
